The M&E Officer role, - The purpose of this position is to lead in the collection of routine monitoring data, It is a frontline position charged with collecting and analysing data to advice Project managers on whether or not desired project results are being realised on time and budget
Collect project implementation data with a view to reporting on the extent to which project outputs have been realised, Provide analysis to the implementing team to inform decision making, Participate in Joint Monitoring Activities with District level partners, Develop community monitoring systems for key project indicators, Ensure that project databases assigned to core project indicators are instituted and updated on regular basis as informed by M&E plans, Ensure that projects are maintaining accurate and up to date beneficiary lists and that beneficiary verifications are conducted on a regular basis, Implement community level accountability mechanisms and see to it that community complaints are investigated and feedback provided, Ensure that planning meetings are based on project performance evidenced by monitoring data, Support development of project reports through maintenance of well updated indicator trackers, Lead in the process of documenting project success stories and ensure that project officers are capable of and capturing success stories, Capacity Building – Train project staff as well as community level partners in M&E
Diploma in Development Studies (with a strong connotation of research), Statistics/or related Social Science, Note less than 3 yrs experience in a research/M&E in a non profit or private organisation, Advanced skills in the management of Social development Projects, Extensive knowledge of the Project Management Cycle, Substantive experience with and knowledge of GOAL Malawi’s major donors M&E principles and requirements, Excellent report writing skills and communication skills, Excellent knowledge of Excel, Access, SPSS and other statistical packages, Good interpersonal and facilitation skills, Good organisational/time management skills
M&E Supervisor
M&E Supervisor – GOAL Malawi
Line Manager: M&E Coordinator, - Job Location – Blantyre with extensive travel to all the field offices
Responsible for helping the project in all aspects of GOAL’s WASH programme in terms of Monitoring and Evaluation including development and management of M&E tools and systems, analysis and comprehensive and timely reporting which will provide relevant feedback to projects
Coordinate monitoring and Evaluation activities with govt officials at district and community level, Work with district govt partners to ensure that WASH databases are instituted and updated on a regular basis, Ensure timely dissemination of data to the project management team for decision making and reporting purposes, Ensure that donor reporting requirements relating to M&E are adhered to and considered throughout monitoring/evaluation processes, Coordinate and conduct all trainings relating monitoring and evaluation, Facilitate project reflection meetings at district as well as community level, Lead in documentation of project lessons and successes stories for sharing with stakeholders and donors, Ensure that training reports, meetings and all the world is properly documented and field, Liaise and advice programme staffs to ensure appropriate M and E tools are being used

IT Manager – GOAL Malawi
Scope of this role involves responsibility for the entire IT infrastructure and the purpose of this role is to ensure the availability and reliability of the Information technology systems in all GOAL Malawi offices and to support the users of these systems in using them effectively and correctly
To formulate a daily plan so that all tasks are performed in a time efficient manner, To implement a helpdesk system so users can log tickets effectively, Ensure tall PCs are up to date with anti-virus software, Ensure only approved applications are in use, Ensure OPEN DNS is set up and working efficiently in each site, To use and promote OLA’s intranet so that all users will embrace it and will use all SharePoint packages, To carry out upgrades where necessary (i.e. SQL server upgrade, windows upgrade etc), To carry out work out of office hours were necessary to do so, To be proactive and to look at ways of improving IT services, To ensure Field offices are visited periodically, The frequency of the visits should reflect the size of the offices and the issues that need to be addressed at the time, Nomination and training of Super users at each field site to perform basic tasks (.i.e. overseeing of back-ups etc, software installs, connecting up of printers), Ensure IT equipment is maintained and that equipment such as servers are checked regularly for alert /issues and that environment the equipment is kept in is maintained (in terms of Air conditioning etc), budget to be approved by in country finance team to be strictly adhered to by IT Manager, To look for value for services such as printer maintenance etc, Ensuring backup SOP practices are upheld and maintaining integrity of data, perform monthly test restores, Permissioning of Shared folders to ensure that data integrity is maintained, Maintenance of Fixed Asset Register, Maintenance and updating of Active Directory so that leavers are taken off distribution lists, security groups etc, PC’s printers and scanners etc to be maintained to a high standard, Cabling of all office to be kept to a high standard, To ensure internet is used efficiently and bi annually test with other vendors, Ensure only approved applications are in use, Ensure OPEN DNS is set up and working efficiently in each site
To liaise with Supervisor weekly and report to him/her on the main issues facing the IT situation at that time, Bi weekly submission of IT management report to IT manager in HQ, Obtain a brief bi-weekly report from Super users in each field office
At least 3-5 yrs experience working in IT management, Relevant qualifications (University level or equivalent, Excellent knowledge in all Microsoft software, back-up software (Memeo), Photoshop (or similar), SAGE and EPI-info, Knowledge of Arc View and SPSS would be an advantage, Excellent ability to repair software and hardware problems, Ability to design databases, Ability to train staff on how to use software, Good communication and operational skills, Must be able to use initiative and working dependently, Expert knowledge of Windows server 2003, 2008 ad 2012, Knowledge of server configuration (i.e. RAID, server hardening), Active Directory, DNS, DHCP etc
