Driver/Messenger– NAO Support Unit, Lilongwe Reports to Finance and Administration Manager 
To conduct reception duties and delver and collect mainly, supplies and staff efficiently and safely as directed by management  Ensure that all vehicles are properly maintained, cleaned, serviced, documented and ready for use and escalate problems as soon as they arise, Clean Project vehicles under his/her care, Properly maintain the vehicle log book, Ensure that the project vehicles are regularly serviced in accordance with the manufacturer’s guidelines, Mail collection and delivery, Advise management on due dates for Certificate of fitness (CoF), insurance or service requirements, Drive assigned members of staff short or long distances on all types of road surfaces, Keep daily travel and distance records, and produce and submit for approval monthly summary reports and log sheets for each vehicles, Ensuring that accidents and damages are reported in accordance with MEPE procedures and process insurance claims in consultation with relevant authorities, Any other duties assigned by Management  MSCE, Valid driving licence, Defensive Driving Certificate,  must be not more than 45 yrs of age. Those with a Motor Vehicle Mechanic Certificate will have an added advantage, Good command of written and spoken English, Should have at least 5 yrs driving experience  
Project Finance and Administration Manager (Full time),
Supervising: Driver/Messenger, Reporting to: Project Manager (day-to-day), NAO (monthly) and National Steering Committee (NSC) Quarterly, Staff required: 1 (fulltime external), Lilongwe, Malawi
 
The Project will be implemented by using EDF Grant procedures as contained in the Grant contract of the project (Special Conditions, General Conditions and Contract award procedures), The National Authorising Office and the EU Delegation will provide support to ensure that the EDF procurement procedures are followed
 
The Project Finance and Administration Manager will be in charge of preparation and maintenance of COMESA RISM project accounts, S/he will responsible for the finical management, accounting, disbursement and administration of accounts in line with the EDF rules and procedures, He will also be responsible for all administrative matters in liaison with the Project Technical Manager and M&E Officer upholding best financial management practices
 
Prepare and maintain Project accounts in accordance with EDF procedures and rules, Prepare monthly, quarterly accounting and financial reports and advise the Project Manager for reporting and appropriate action, Prepare quarterly financial reports for the Treasury (National Authorising Officer) for timely replenishment of funds, Prepare payroll for project staff according to labour requirements, Monitor costs and based on regular update, forecast project completion costs, Prepare regular budgets for each activity and appropriately liquidate at the end of each activity, Ensure timely preparation of audit accounts, Assist in procurement of materials for the Programme according to established procedures of disbursement and work with other officers to ensure separation of duties and control, Ensure that there is proper disbursement of funds to facilitate the availability of financial resources, Support the project coordination team with any other administrative functions in the project activity execution, Prepare system for quarterly expenditure verifications and Undertake any other duty that may be assigned by the Project Manager
 
Bachelors Degree in Accountancy and professional qualification in ACCA or CIMA or its equivalent from a reputable institution, At least 2to 3 yrs of progressive work experience, At least 5 yrs progressive experience in accounting or finance related work, Excellent interpersonal skills, administrative experience and experience in working with Development Partners at National level, Knowledge in computer application packages, Excellent management accounting skills and experience and Knowledge of EDF procurement procedures and experience in donor funded projects will be an added advantage

Project Technical Manager (Full time)
 
Supervising: Short-term Consultants, Govt support staff, Reporting to: Project Manager, Staff required : 1 fulltime external), Location: Lilongwe, Malawi  
 
The Project Technical Manager is an integral member of the project coordination team responsible for project delivery, The Project Technical Manager is responsible for the delivery of technical support to SMEs/Cooperatives under the overall supervision of the Project Manager
 
s/he will be responsible for effective implementation of the technical activities in the productive sector (SMEs/Cooperatives), The project Technical Manager will be responsible for technical direction of the targeted SMEs/Cooperative value chain development activities, including training of SMEs/Cooperatives members for business start-up and expansion, In his/her position, s/he will work closely with project coordination unit, SMEs/Cooperatives members and large scale private sector partners, S/he will develop a strategy to deliver advisory services and achieve positive business results for SMEs/Cooperatives clients as follows
 
Conceptualising the activities of the clusters planning for their implementation through clear action plans, Ensuring systematic collection of data about the designated clusters, Effective dissemination of information about project objectives and advantages, deriving from the project document, Stimulating the dynamism, productivity and competitiveness of the SMEs/Cooperatives operating in the clusters through the application of the best practice methodologies of SME cluster and network development, Supporting the MITC by providing necessary information for preparing business-to-business (B2B) collaboration proposals, Establishing business linkages between local and national institutions, industrial associations and Business Development Service providers with the targeted SMEs/Cooperatives, Overseeing the design and conduct of workshops familiriasing designated clusters with the objectives of the project initiatives, Identifying the training needs of the cluster institutions to be addressed by the training activities at the Centre of Excellence, Coordinating local level activities relating to cluster B2B activities, investment and technology transfer and product promotion, Facilitating associations/institutions in preparing annual business plans (profit and loss accounts), Encouraging enterprises within the designated clusters to attend local and international fairs
 
A minimum of a Bachelors Degree in Engineering (food processing), Agri-Business, Industrial Economics, Environmental Science and Technology or related field, Masters Degree will be an added advantage, Minimum of 5 yrs experience managing or advising SMEs, value chain or market solutions approach, Knowledge in Standards, Quality Assurance and Metrology (SQAM), Experience working on food processing projects, Experience conducting value chain assessments and determining appropriate interventions to enhance SMEs/Cooperatives productivity through incubation and coaching, Experience in developing programs aimed at linking SMEs/Cooperatives to large enterprises, markets and organizing trade fairs/exhibitions, Knowledge in computer application packages, Strong written and oral communication skills in Chichewa and English is desired
