Monitoring and Evaluation Officer – Pact Malawi – Lilongwe
Will report directly to the M&E Specialist for Pact Malawi, with indirect reporting to the Program Managers for the relevant projects
The M&E Officer in close collaboration with the Program Managers of the projects and in participation with the Pact Malawi M&E team will provide technical training, mentoring and guidance to local partners in MERL (monitoring, evaluation, research and learning), data collection and data quality management for the 3 project, The post holder will also be responsible for assisting in the generation of regular reports and documenting lessons learnt
Solicits and prepares success stories, which are in line with donor guidance for success story reporting, to highlight program achievements alongside the progress reporting, Ensure appropriate branding of all reports and other communication materials to meet donor requirements, Works closely with the Program manager, Program Offices, (Capacity Development and Child Protection_ and other external stakeholders including Govt staff to prepare high quality programmatic progress reports to the donor, and ensures they cover key content to meet donor requirements, Participates in development of capacity of Program staff and partners on Participatory M&E and other related initiatives, Participates in the documentation and dissemination of lessons learned and best practice, Keeps up to date with development in MERL, including best practice examples within the country and internationally, and ensure ongoing personal development and learning, Assists in the
generation and analysis of data for compilation of reports to donors and other stakeholders, In collaboration with different units, periodically monitors the quality of data collected and reports produced, and agree/follow up on actions required, Assists in organising periodic ongoing evaluation and progress monitoring events by involving partners, Supports project staff and partners to ensure effective systems are in place for process and impact monitoring (this includes baseline and evaluation requirements), Assists the development of effective results frameworks and subsequent indicators at project and partner level(s), Supports the identification of higher level indicators to assess progress and overall impact against organisation’s strategic plan, Supports use of ICT (information communication technology) for M&E, including cloud-based monitoring and indicator tracking platform, mobile technology for data collection, and GIS, Assists the
development and updating of monitoring and evaluation plans, guidelines, tools and systems for use by PACT and its partners
Must hold at least a relevant first degree in any of the following disciplines, Social Sciences, Statistics, Environmental/Public Health, Development Studies or any other relevant discipline, At least 3 yrs experience in MERL or M&E working in an international development organisation, Experience in handling various donor funded projects will be an added advantage, Excellent interpersonal sills including good oral and written communication skills, Basic familiarity with analytical and technological tools, including but not limited to statistical analysis packages (SPSS, Stata or other), GIS and data collection platforms will be a distinct advantage, Good computer skills in MS Office packages – Word, Excel, Power Point and email
