Branch Manager – Central Medical Stores
 
Grade: MS3, Responsible to: Director of Pharmaceutical Operations (MS2)
 
Responsible for : Management, leadership and good governance of the branch as a strategic business unit of the Trust and the overall management of subordinate staff including Pharmacists, Branch Accountant, Branch Human Resources and Administration Officer, Branch Manager also ensures that efficient and effective procurement of medicines and medical supplies and stock verification in the Warehouse is promptly done, S/he ensures that regional work plan targets are met and computerized administration and automated storage is maintained
 
Management – Implementation of the CMS Trust annual workplan to become a regional monthly/weekly planning with specific tasks, targets, assignments and expected due dates, Chairing weekly meetings with the regional management staff and to follow up the progress of activities compared to the assigned objectives, Providing professional team leadership and support to all members of the RMS, Analyse the constraints and challenges and propose pragmatic solutions to the senior management at CMS/HQ, Proactively taking all measures under his/her responsibility, deliver and fulfill objectives and directions from the operation’s Directorate at Headquarters, Carrying out responsibilities for the use of automated and computerized systems, Ensuring that Management Information System database is accurately populated and updated in real time and ensure compliance with data protection, Overseeing product availability by providing to Procurement at CMST/HQ accurate product and services as timely required, Requesting, obtaining and providing the materials and human resources to improve the reliability of data collected at District Health Officer and Central Hospital levels, Ensuring customer invoicing soon after orders shipment and closely follow-up debt recovery with the Regional Accountant, Monitoring cost of sales monthly and verify overheads costs are covered by the make-up margin, Identifying the main problems occur in the distribution management and evaluate their impact on service delivery and operating costs, Providing effective operational day-to-day management of the RMS Team such as authorizing annual leave, sickness absence management and presence control during the working hours etc, Undertaking reviews and personal development planning for all members of the team in accordance with policies, delegating this responsibility as appropriate, Promoting Customer care and internal written communication by email using the CMST domain name address
 
Supervising all production staff of the unit, Ensuring that production of the pharmaceutical products is demand driven, Ensuring that production materials are readily available at all times, Providing on-the-job training to new recruits of the Production Unit, Ensuring that all production equipments are in working condition all times, Ensuring that products produced meet international pharmaceutical standards, Producing and submitting monthly production reports to the Chief Executive Officer, Controlling materials required for production in accordance to set pharmaceutical standards and as approved by the pharmacist
 
Stock Verification – Receiving procurement data for warehousing and distribution planning, Checking compliance with delivery schedule, Ensuring and checking that stocks are entered on stock cards timely, Liaising with receiving sites on received items, Performing inventory management for all stock items of the trust and provide support necessary in the production/procurement planning processes and procedures, Coordinating and supervising stock control activities i.e. receipting, costing, storage, and issuing of goods, ensuring productivity, effective utilization of space, documentation and stock management, Producing and submitting monthly stock control reports
Bachelors Degree in Business Administration, Warehouse Management, Pharmacy, Logistics and Supply Chain or any relevant degree, A Masters degree in any of the above relevant degrees shall be an added advantage
 
At least 5 yrs of experience working in Warehouse management, of which at least 3 yrs must have been spent in a progressive and responsible position preferably with health systems and logistics management at the national and local level, Strong organizational skills, Ability to handle several tasks at the same time, set priorities, and work independently, Exceptional client management skills, excellent interpersonal skills, sound judgment, communication skills and high ethical standards, training experience, Knowledge of appropriate methods for data analysis and reporting, Ability to interact at high level with clients/partners and stakeholders, Ability to work in team environment, demonstrating leadership, Fluency in spoken English and ability to write lucid reports and documents in English is required
