Reports to Head of Social Marketing and Research, Supervises M&E Officers

Provide technical and management oversight for all PSI Malawi programs in monitoring and evaluation, form program design stage through implementing to close out and in keeping with PSI global and national quality standards

Support development of logical frameworks with SMART objectives that follow PERFORM to contribute to achievement of platform minimum standards, Provide direct technical support to M&E Officers and other program staff to develop performance monitoring plans, environmental mitigation and monitoring plan sand management information systems to meet program, national and PSI global requirements, Review all program indicators to ensure alignment with the program log frames, Feasibility of collection and that targets intended outcomes, develop M&E annual workplan, Provide coaching and support to program staff to carry out effective monitoring (accurate data collection, analysis and reporting) of project activities and outputs, Led mHealth innovations across the platform b identifying needs and opportunities, developing potential solutions and supporting roll out and refinement as required, Oversee internal routine data entry and reporting for PSI global service deliver data bases and the platform MIS, Ensure data backups are conducted on a monthly and daily basis, respectively, Coordinate compilation and sharing of monthly program data reports in a user friendly format for managers to make effective decisions in a timely manner, Work close with the Social Marketing and Research Manager to provide monthly and quarterly programme updated and status reports for relevant internal and external stakeholders, Ensure that data privacy, data security, and backup protocols are implemented in the field through the relevant individuals/teams, Ensuring that the MIS system is updated on a monthly basis, engaging and supervising data entry clerks as necessary

Bachelors Degree in Statistics or Social Sciences and a Certificate in Research, Monitoring and Evaluation Methodology with at least 5 yrs post graduate experience, Extensive experience in working with implementing partners, health public sector, NGOs and private sector, Strong background in statistics, specifically on data collection, analysis and reporting , Strong technical skills in MIS development, maintenance and reporting, Software experience proficiency in Access and SPSS/Stata/DHIS” or a similar platform, Clear understanding of the Malawian operating environment, Experience with different donor reporting requirements and procedures, Excellent oral and written communication skills, Be self starter, effective team player and demonstrated verifiable result-oriented track record
