MK7,773,395-K12,662,041 Max), Non Malawians with rights to live and work in Malawi may also apply The Assistant Finance Officer (AFO) is responsible for providing efficient financial and administrative support to the Malawi office operations and Malawi programs, The AFO will also contribute to AFO work for ICCO in Malawi, Zimbabwe and South Africa, from the duty station in Malawi, Regular travel in Malawi and also to Zimbabwe and/or South Africa will be part of the work, The AFO reports to the Country Manager (CM) based in Lilongwe, S/he works closely on finance with the regional management in Kampala and the program team
 
Administer the overall finances and accounts for ICCO –Cooperation in Malawi, Administer all financial reporting deliverables and deadlines including internal and external audits, Implement and maintain an effective financial management and project finance system including maintaining appropriate internal controls and policies and procedures, Identify, assess, monitor and mitigate all financial risks for the Malawi ICCO-Cooperation office and partner organizations, Ensure compliance with local laws and regulations as well as ICCO-Cooperation policies and procedures, Lead in the administration of all finances, grants and logistics issues , Produce financial management reports to enable effective budgetary processes and strategic planning, Coordinate the Development of the Office Budget and Support the drafting of back-donor budget proposals, Train/Capacity build partner organizations on financial management and reporting to both ICCO and back donors, Effective management of back-donor contracts and financial reporting
 
Finance and Administration roles (60% of time) – Responsible for Compliance with ICCOs Financial and Administration Manuals such as Procurement policies and Authorisation processes, Ensure ICCO-Cooperation in Malawi complies with all Malawi laws and regulations including but not limited to tax legislation, Responsible for the formulation of the annual office budget and producing reports on request, Ensure timely processing of financial year –end process as per ICCO guidelines, Implement and maintain an effective filing system to ensure that all financial and administrative records are easily accessible and readily available, Effective and efficient Petty-Cash management in line with ICCO guidelines, Administer and manage all external office contracts with timely renewals and payments, Responsible for facilitating both internal and external audits and the preparation of Financial Statements for auditors both office and donor audits, Review all Management Reports and update Country Manger on the status of the same, and the actionplan on a monthly basis, Compiling the monthly liquidity requests and cash flow projections in a timely manner, Responsible for booking expenses in MS Dynamics and compiling office monthly expenditure including variance analysis reports, Responsible for timely payroll administration, statutory deductions and tax payments, Timely reconciliation of Travel advances and accountabilities, Ensure proper management and processing of transactions including payments, Manage all bank and control accounts including performing monthly balance sheet reconciliations, following up on any reconciling items, and processing changes to bank accounts, Ensure efficiently accounting and administrative processes,
 
Finance Officer’s role (40$ of time)  - Effectively administer the Finance, grants and Administrative portfolio including providing coaching/training and on-going constructive feedback to partners’ finance officers and all Malawi staff to ensure staff are continually improving, Monitor partner compliance with all grants agreements, relevant policies and procedures on an on-going basis and follow up on any instances of on-compliance, Assessing the Malawi Country partner organisations’ budgets and proposals, advising on assumptions, risks and opportunities contained of non-compliance, Assessing the Malawi partner organisations’ budgets and proposals, advising on assumptions, risks and opportunities contained within the budgets, Comply with the ICCO Cooperation’s project management cycle as regards to contracting and work closely with allocated program officers in this aspect, Identify limitations in partner financial reporting and train partner organizations staff in financially procedure, financial formats, and ensure quality and timely financial reporting from partners, Financial monitoring and evaluation of the partner organizations through analysis of financial reports and audits monitoring visits, Preparation of contractual payments and monitoring the realisation of the payments through filing of receipt conformations from the partners and consultants, Ensure accurate M&E recoveries against Donor Projects, Produce financial consideration and feedback letters in response to financial or audit reports sent by partners, analyse their budgets as presented in the contract versus actual expenditure report and cash flow forecasts, seek explanations for variances, highlight potential problems and make recommendations where appropriate, Prepare financial information for Back Donor reports including providing supporting documentations, Perform any other duties as assigned by the Country Manager or Regional Manager
 
Relevant education for the job (BA degree in Accounting, ACCA, CIMA, CPA or their equivalent,), At least 4 yr working experience in a similar position with international NGOs and/or Business institutions, Audit background would be an advantage, Excellent computer skill (MS Office package) preferably Microsoft Dynamics or other web based accounting and similar systems, Proven experience in conducting hands-on trainings on accounting and web based accounting system, Strong financial background with knowledge of different funding modalities, Extensive relationship management skills in both public and private settings, Negotiation skills, Good interpersonal and communications kills, including intercultural communication, Excellent language skills in English, Stress management and ability to multitask, Analytical and problem solving skills, Ability to travel to Zimbabwe and South Africa
