USAID Malawi, in partnership with the Government of Malawi (GoM), is seeking a long-term resident adviser to support the GoM’s Department of Human Resource Management and Development (DHRMD) located in the Office of the President and Cabinet. The Adviser will provide technical assistance to the leadership and staff of the DHRMD to support the GoM’s implementation of civil service and human resource management reforms as envisioned in its Public Service Reform (PSR) objectives announced in February 2015.
Successful candidates will have demonstrated knowledge and on-the-ground experience implementing civil service reform, such as: conducting functional reviews of civil service staffing requirements and addressing issues regarding conditions of service, performance management and incentive structuring, wage bill administration, and overall accountability. He/she should also bring experience in developing policies, procedures and systems for effective human resources management and supporting legislative reform to institutionalize civil service changes. Candidates are expected to have broad experience in public sector change/reform management and to possess strong communication and interpersonal skills.
The position will be full-time for a period of at least two (2) years, based in Lilongwe, Malawi.
