Proposal Objective:
SI is preparing a proposal to USAID/Malawi to conduct a Performance Evaluation of the Support for Service Delivery Project (SSDI)-Services interventions on improved service delivery and quality of care at supported community clinics and health facilities; expanded coverage of quality Essential Health Package (EHP) services; and increased uptake of quality integrated EHP. The main objectives are:
  • To measure and determine the extent to which SSDI-Services interventions had on quality of and access to care;
  • Provide in-depth insights into the facilitating and limiting factors of increased service utilization at each level of service delivery;
  • Document progress made towards building MoH capacity to deliver quality EHP services.
Position Description:
SI is seeking a Team Leader provide overall oversight and management of the evaluation team consisting of five team members. The Team Leader will be responsible for the consistent quality assurance, finalization of the evaluation report, and representation of SI throughout.
The period of performance is anticipated to be four months, beginning upon award of the contract.
Responsibilities:
  • Oversee the quality of evaluation outputs and ensure timely submission of each deliverable Include things such as daily tasks, expected deliverables.
  • Provide team leadership, plan and coordinate meetings and site visits to up to 15 SSDI districts.
  • Responsible for payments of local logistical needs and local staff working with the team.
  • Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID/Malawi team and other key stakeholders.
Qualifications:
  • Postgraduate degree or higher (PhD, DrPh, MD) in public health, medicine, midwifery or nursing, business administration, international development, or related.
  • At least 12 years of experience (with a Master’s degree) OR eight years (with a Ph.D. or M.D.) in the requisite technical background to provide state-of-the-art technical leadership, and hands-on abilities experience in managing health programs in developing countries, including activities aimed at strengthening health systems for improved maternal and child health outcomes.
  • At least five years of experience in conducting public health evaluations.
  • Direct experience and solid understanding of best practices in integrated health service delivery and technical knowledge representing maternal, neonatal, child and family health.
  • Ability and willingness to travel throughout Malawi.
