Options is seeking a Technical Director for health systems strengthening to provide technical and program oversight in the design and day-to-day management of implementation of health systems strengthening activities for an upcoming USAID integrated health program in Malawi. The Technical Director will work to improve health systems strengthening investments to improve priority health services at district level under the leadership of the Chief of Party and in coordination with other program Technical Directors and Advisers.
Responsibilities
• Provide strategic direction, leadership and technical guidance for implementation of project activities to support district level health systems strengthening, covering: district management of human resources; district-level governance, management, and policy; improve use of health information systems and leading efforts to integrate private sector service data into DHIS2
• Ensure timely implementation of all program inputs related to health systems strengthening, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity building and monitoring and evaluation across project sites
• Identify appropriate facility- and community-based strategies at district health management level to address systems bottlenecks that act as an impediment to effective service delivery
• Guide the integration of health systems strengthening liaising with the key technical areas of family planning/reproductive health, maternal, newborn, and child health, and malaria
• Provide mentoring and capacity building at the district health management level in health systems strengthening
• Contribute to maintaining a strong relationship with USAID and in-country stakeholders (at national and district levels)
• Supervise the health systems strengthening technical team, and coordinate inputs from short term technical assistance.

• Advanced degree in public health, social sciences or a related field
• 8+ years’ experience with progressively increasing responsibility for designing, managing and implementing complex health systems strengthening programs in developing countries
• Demonstrated hands-on experience in building government, non-government and community capacity to address health systems strengthening issues
• Experience in training health workers on aspects related to health systems strengthening
• Ability to liaise with government, non-government and donor partner senior officials and dignitaries
• 5+ years’ experience in implementing large-scale (multi-million) donor-funded projects and in the design and implementation of overseas health projects; preferably in the East and Southern Africa
• Familiarity with USAID or other US Government administrative, management and reporting procedures and systems
• Proven track record managing a project team composed of technical experts and fostering team work
• Strong interpersonal skills, initiative, demonstrated team leadership and problem-solving abilities
• Demonstrated in-depth understanding of Malawian healthcare system
• Experience of living and working in Malawi preferred
• Strong oral and written communication and presentations skills in English, and strong skills in word processing and Excel spread sheets
• Ability to travel up to 50% time
