Proposal Objective:
SI is preparing a proposal to USAID/Malawi to conduct a Performance Evaluation of the Support for Service Delivery Project (SSDI)-Services interventions on improved service delivery and quality of care at supported community clinics and health facilities; expanded coverage of quality Essential Health Package (EHP) services; and increased uptake of quality integrated EHP. The main objectives are:
  • To measure and determine the extent to which SSDI-Services interventions had on quality of and access to care;
  • Provide in-depth insights into the facilitating and limiting factors of increased service utilization at each level of service delivery;
  • Document progress made towards building MoH capacity to deliver quality EHP services.

Position Description:
SI is seeking a Public Health Specialist-Community-based Services/Evaluator to advise on the technical areas of community-based services EHP delivery across family health services, capacity building and health systems strengthening. S/he will be expected to contribute to the evaluation activities, including evaluation design, data collection and report writing. S/he will report to the Team Leader, and work closely with five team members.
The period of performance is anticipated to be four months, beginning upon award of the contract.
Responsibilities:
  • Advise on community-based EHP delivery across family health services.
  • Contribute to the development of the evaluation design, data collection activities, and report writing.
  • Conduct site visits with the team as appropriate.
Qualifications:
  • Postgraduate degree.
  • Demonstrated experience participating in and/or conducting public health evaluations.
  • At least 12 years of experience (with a Master’s degree) leading, developing, testing, implementing, and scaling up approaches to community-based EHP delivery across a variety of family health services (FP, MNCH, nutrition, HIV/AIDS, malaria, WASH).
  • Must have knowledge of current best practices in community-based services, capacity-building and health systems strengthening.
  • Must have knowledge of technical guidelines; best practices; innovations in family health; and program approaches designed for rural and hard-to-reach populations, as well as urban and peri-urban populations.
  • Must have complementary skills and knowledge in the other technical areas required for the evaluation.
  • Ability and willingness to travel throughout Malawi.
