Monitoring and Evaluation Officer


IITA seeks qualified candidates to serve in a “Promoting Cassava Commercialization for Increased Income, Employment and Food Security in Malawi project”. This is a project grant received from the  Global Programme “Green Innovation Centres for the Agriculture and Food Sector, Malawi Country Package” implemented by GIZ on behalf of the German government. The program seeks to stimulate the commercialization of cassava for increased incomes, employment, food and nutrition security in Malawi through the development and promotion of suitable technologies.  IITA is working closely with Malawi partners to implement the above mentioned project.
Under the direct supervision of the Project Coordinator and with technical backstopping from IITA’s M&E team, the M&E Officer will undertake monitoring and evaluation of cassava commercialization and value chain development outcomes in terms of income, employment, and food security. The successful candidate will engage with relevant stakeholders in the technical and operational design, implementation and monitoring of the project. Periodic reporting to the donor and implementation partners will be required on the measured and projected status of key output and outcome indicators.
 This position is under senior national staff category on Pay Grade 9.
 Major Duties and Responsibilities:
·       Generate and integrate all socio-economic and value chain monitoring data into a comprehensive knowledge management and reporting system.
·       Design and implement performance management plans for the project and monitor the implementation processes to track milestones and report on selected standard performance indicators.
·       Design and conduct baseline household, trader, and processor surveys to identify production and market constraints and opportunities and to establish baseline database for the project.
·       Design and conduct endline household, market, and agribusiness surveys to assess changes in technology adoption and profitability of cassava production, marketing, and processing.
·       Organize and link cassava producers to established processors and other end-users.
·       Support agribusiness entities in developing business plans for cassava production and/or agro-processing.
·       Plan and implement capacity building activities for value addition of cassava including organizational issues, market analysis, and business plans.
·       Contribute to capacity strengthening of partner institutions and value chain actors.
·       Any other duty as assigned by the project Coordinator,
 Required Qualifications and Skills:
  • MSc in agricultural economics, agribusiness, economics, development studies, or related social science fields from a recognized university.
  • Experience with value chain analysis and development.
  • Minimum of 3 years of previous experience in the agribusiness sector (production, processing and marketing).
  • Minimum of 3 years of experience in designing and conducting M&E activities.
  • Experience and understanding of data collection and survey methodologies, including statistical survey methodologies and analysis.
  • Demonstrated ability to prepare high quality project/M&E reports.
  • Proficiency with SPSS and STATA.
  • Excellent spoken and written English.
 Conditions: This is a nationally recruited staff position and the contracts will be for a period of two years. IITA offers nationally competitive remuneration packages paid in local currency.
Duty Station: The positions will be based at IITA-Malawi, Chitedze Research Station, Lilongwe.
