Public Health Specialist – Community/Facility-based Services


TMG is seeking a Public Health Specialist – Community/Facility-based Services to conduct a Performance Evaluation of the Support for Service Delivery Project (SSDI) in Malawi to determine the effectiveness of the SSDI approach. The Support for Service Delivery Integration (SSD-I) is USAID Malawi's flagship health project. This project consists of three inter-related sector activities, namely SSD-I Services, SSD-I Communications and SSD-I Systems. In close collaboration with the Ministry of Health, SSD-I activities support the increased availability and quality of the Essential Health Package (EHP) services; reinforce health promotion and disease prevention among households; and strengthen elements of the health system to sustain effective EHP delivery. SSD-I's activities align with USAID/Malawi's Country Development Cooperation Strategy (CDCS) Development Objective (DO) 1 (Social Development Improved) and with cross-cutting Sub-Intermediate Results (SIR) 1 (Capacity of institutions improved) and SIR 2 (Positive behaviors adopted). SSD-I activities contribute directly to the Malawi Health Sector Strategic Plan (HSSP) 2011-2016. The estimated Period of Performance is 4 months.
Requirements:
· A post-graduate degree, and
· At least 10 years of experience in leading, developing, testing, implementing, and scaling up approaches to community-based EHP delivery across a variety of family health services (FP, MNCH, nutrition, HIV/AIDS, malaria, WASH).
· Knowledge of current best practices in community/facility-based services, capacity-building and health systems strengthening.
· Knowledge of technical guidelines; best practices; innovations in family health; and program approaches designed for rural and hard-to-reach populations, as well as urban and peri-urban populations.
· Complementary skills and knowledge in the other technical areas required for the evaluation.
· Experience participating in and/or conducting public health evaluations in Sub-Saharan Africa (Malawi preferred).
