ICT Officers – 2 posts – The National Commission for Science and Technology (NCST)
The National Commission for Science and Technology (NCST) is a Parastatal established under the Science and Technology Act 2003, The mandate fof the Commission is to advise Govt and other stakeholders on all science and technology matters in order to achieve a science and technology –led development, The commission is aiming at creating a self-sustaining entity capable of designing, implementing electronic information systems to service both internal and external needs, The Commission requires the services of 2 ICT Officers to work within the Documentation and Information Services Directorate
General Administration – Creating and submitting monthly reports detailing tasks accomplished issues and resolutions and user support metrics, Participating in the preparation of workplans, budgets and procurement plans, Advising management on ICT requirements, procurement of ICT services and assist in building ICT capacity of staff at all levels, Setting and enforcing ICT standards for the Commission, provide ICT capacity building and guidance to the Commission, Developing, compiling, maintaining and documenting configurations of databases, servers, computers, security and network monitor systems, packaged programs, macros, utilities and communication systems, Performing any other duties as delegated from time to time by management
Applications and Database Management – Writing and modifying applications programs for computerised systems, Develops applications to be used in client server environments, develops specifications to detail what new systems or enhancements to existing systems can accomplish, Develops specifications for databases, communication systems, hardware, network , security, storage and software configurations
Technical Support – Ensuring licence compliance for PC software, Maintaining and upgrading anti-virus software on PCs and server with regular scanning, Cleaning PCs , printer and photocopiers, Performing upgrades or patches to PC software especially Windows, Maintaining a public website for NCST with restricted access for documents and reports specified by management, Monitoring and troubleshooting problems related to sped and access to the internet, Installing software packages on employees desktops and laptops, Responding to all technical support requests from employees in a timely manner, Developing and maintaining a tracking system of technical support requests from employees
Network Management – Providing support for all internal connections to LAN for personal computers, printer and other peripherals, Coordinating with the Internet Service Provider to resolve any internet connectivity issues, Troubleshooting and repairing network hardware when necessary, Monitoring firewall and spam software to identify internet attacks and respond appropriately
Network File Server Administration – Developing a shared file server for electronic storage of essential documents, data freezes, data locks and reports, Administering user accounts, including provisioning read/write and read-only access to employees after receiving approval from management, Documenting which employees have received access to each location on the shared network
Server Maintenance – Adhering to and contributing to the development of Standard Operating Procedures (SOPs) for: validating the server, performing daily backups of the server, monitoring data, Following procedures to remain compliant with the SOPs above, Maintaining an error log of any problems related to the server, Reporting server errors, causes for the errors, and solutions to the errors to the study team
The position will be for a 2 yr contract engagement
Job Description – The ICT Officers will provide routine technical ICT Support to the Commission’s ICT infrastructure including network and systems administration, In addition the ICT Officers will be developing web based database driven applications, writing or modifying source code to make customisations, The ICT Officers will be expected to work independently and in collaboration with Documentation and Information Services Directorate, The ICT Officers will be based within NCST located in Lingadzi House, City Centre, Lilongwe, and will report directly to the office of Director General
College degree in Computer Science and/or Information Technology System from a recognised college, Proficiency in at least 2 programming languages and at least 1 relational database: PHP and MYSQL are essential, Understanding of front-end technologies such as JavaScript, HTMLS and CSS3, Knowledge of data modeling, and object-oriented procedures, PHP frameworks, MVC and techniques, Knowledge of application development environments and related tools, Experience working with the following operating systems: Windows7 or above, Experience deploying and managing Windows 2008 server in a networked environment, Experience working independently in a technical support position, The candidate should be analytical and well versed in various computer programs and methods, Excellent oral and written communication skills
