Role:
The position will work to support, expand and promote Save the Children’s adolescents and youth development and humanitarian response in the Lebanon office. The position will support development of strategic partnerships and lead/guide development of proposals targeting those two specific groups.
Other key responsibilities include supporting Programme Managers and partners to deliver the field programs in areas of primary responsibility, participating in design, development, piloting and monitoring of projects, designing and supporting trainings and monitoring tools, and participating in strategic discussions and planning meetings. Specifically, the position will support teams in the country office make effective links to child protection, education and livelihood interventions within targeted adolescents and youth programmes and facili tate knowledge and practice exchange amongst them.
In addition, the specialist will support documentation and knowledge dissemination of lessons learned and innovations from both adolescents/youth programs and child protection programs in the field offices to further support Save the Children’s strategy for adolescents and youth across the sectors. S/he will also support fundraising and program development efforts in primary areas of technical expertise. the role is based in Bekaa, Lebanon and for 12 moths. Key areas of accountability:
Program Development and Design
- Support the Programme Managers in building relationships with partners in the area of Child protection and adolescents/youth livelihoods, including technical oversight, proposals writing and seeking funding opportunities, as well as coordination with other in country and regional players.
- Provide technical support to other sectors and partners in the country within area of responsibility, including but not limited to: assessments and market research for program design and start-up, development of monitoring and evaluation tools and approaches in coordination with M&E advisor
- Support proposal development in the area of child protection (as they related to adolescents and youth), household/community livelihoods and youth livelihood development
- Support the CP TA with identification and development of sources of funding for new and on-going child protection and adolescents/youth livelihood development activities
- Respond directly to field office (Field Managers and Programme Managers requests on needs and opportunity assessments, program design, partnership development, capacity building (see below), program evaluation and strategic planning to achieve excellence in primary areas of responsibility
- Liaise with other technical advisers on innovations to ensure coordination, integration where possible de veloping multi-sectoral interventions and to expand coverage of essential services for adolescents and youth
Capacity Building and Learning
- Collaborate with youth development teams in the MEE Region to explore and develop links to adolescents/youth and livelihoods activities, development strategy outcomes as related to increased access to practical skills development and employability for adolescents and youth
- Identify, promote and manage opportunities for cross-learning among field offices and partners in key areas of relevance to their development
- Identify and facilitate staff development opportunities for field office staff in the area of adolescents and youth livelihood development and household/community livelihoods
- Develop tools and approaches for older adolescents and youth livelihood development programming based on field work experience in the region, and specifically as relates to assessment and desig n and monitoring and evaluation in collaboration with M&E advisor
- Build relationships for cross-country office learning with the other SC CO working on the Syria response
Technical Leadership & Management
- Support the collection of documentation and share information on developing best practice within the PDQ and Operations team
Qualifications and Experience:
- MA in youth or economics, international development or a related field OR BA with equivalent work experience.
- 5 years of experience, of which is in similar or a related field (2 years)
- Excellent written & oral communication skills
- Ability to think strategically to solve problems & find effective ways to accomplish goals
- Well-developed communication skills across cultures
- Ability to build consensus between conflicting view points;
- Strong interpersonal skills & abil ity to work as a team player and independently
- Training experience
- Experience in program design and proposal development for private foundations, bi-lateral and multi-laterals,
- Experience in representation with international bodies, government and funders;
- Native English, fluency in French, Arabic, or another regional language an advantage
