Major Responsibilities:
Technical Leadership, Quality Assurance, Supervision, Mentoring/Training, Administration, Finance, Monitoring/Evaluation, Report Writing.
Specific Job Responsibilities (not exhaustive of the skills, effort, duties, and responsibilities associated with the position) include:
Project Quality leadership and technical oversight
- With ADPP and partner organization key member program staff and other stakeholders, ensure project’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
- Provide technical expertise to facilitate the implementation of the project idea and Farmers’ Club concept (Resilience Building Clubs) with Local Disaster Risk Reduction Committees
- Establish and maintain cooperation based on mutual trust and detailed planning with all the project partners,
- Oversee the implementation of the project activities and report to the ADPP Executive Director, the ADPP Agriculture & Community Development Sector Office and the Project Steering Committee,
- Perform regular field visits to the project locations,
- Oversee project’s monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans,
- Oversee project communication strategies, in collaboration with ADPP Promotion Office to ensure compliance with donor’s branding and marketing requirements as well as ADPPs marketing and communication procedures and dissemination of the project results to other stakeholders,
- Prepare and participate in the meetings of the Project Steering Committee and oversee the implementation of the Committees’ decisions and planning,
- Propose solutions to problems encountered by the project and present them at the Steering Committee and ADPP meetings as necessary,
- Participate in Capacity Building trainings at a provincial and national level,
- Perform other duties as requested by ADPP Executive Director and sector office head.
Human Resource Management:
- Manage and supervise the ADPP Project key staff and consortium staff to meet project objectives and endure efficient implementation of all the project activities ensuring the realisation of the project goals in accordance with the project log frame and work plans.
- Conduct periodic performance reviews of staff performance in keeping with ADPP’s performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
- Identify capacity building needs of staff regarding DRR / climate change and organise in-house trainings as required
- Establish and maintain cooperation based on mutual trust and detailed planning with all the project partners.
- Contribute to project staff recruitment in collaboration with ADPP Human Resources Management team
Management and Administration:
- Manage project budgets, including tracking of financial and material resources.
- Ensure accurate and timely reporting of project finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.
- In collaboration with project key staff, provide guidance and technical oversight to consortium members to ensure that lessons are documented and disseminated.
- Oversee compliance with donor and ADPP financial, procurement policies and procedures
- Approve project expenditures at project level, and input into budget modification requests to donors.
Representation and Advocacy:
- Provide leadership and oversight to the consortium, ensuring that sub-grantees adhere to their assigned scopes of work and sub-award terms, and ensuring all members of the consortium work cooperatively and productively to achieve project objectives.
- Act as primary project contact with donor, taking responsibility for addressing all project matters, collaborating with the ADPP provincial and country Representatives on overall donor relationships.
- Promote collaboration with the Government at a national and provincial level, as well as with other local actors, including NGOs, working in the agriculture / climate change sector
- Represent the project in external conferences, working groups and relevant networks or propose the nomination of the most appropriate co-worker(s) for attending such events
Experience, qualifications and personal attributes:
- University degree (Bachelor) in Agriculture, Rural Development, Disaster Risk Reduction or other related disciplines.
- 7 years of project management experience, preferably in the Mozambican context.
- Sound experience in management of projects with external funding.
- Proven skills of coordination, public relations and cooperation with government structures.
- Strategic vision and capacity to oversee a complex program required.
- Proven experience in managing complex consortium or partnership relationships in a participatory way
- Negotiation, networking and strategic representation skills
- Ability to work well both in a team and independently.
- Proficiency in Microsoft Office, including Word, Excel, PowerPoint, Access, and Outlook.
- Excellent English and Portuguese oral and written communication skills
- Cultural sensitivity, patience, and flexibility.
- Familiarity with and commitment to addressing gender equality and climate change in programming.
- Demonstrated personal accountability and drive to serve others.
- Preferably National in Southern African region.
