Oxfam has been active in Mozambique since 1978. The strategies and programmes have changed gradually from direct humanitarian aid during the war in the 80s to rehabilitation and access to services, and since the late 90s, to promoting sustainable development and civil society building, with increased focus on advocacy and lobby, at present. The mission of Oxfam’s strategic plan 2011-2015 in Mozambique is, therefore, to strengthen a broad civil society, to enable people to know and defend their rights, lobby government and private sector, and advocate for social justice as well as pro poor policies and their implementation. In 2014 only 3 Oxfam’s affiliate are implementing projects in Mozambique, with the aim to consolidate the work started under one Oxfam brand in country. Oxfam is still supporting in 2014 more than 60 local and national partners for an annual budget of more than €10 millions.
Southern Africa Extractive Industries Program Adviser 40 hours a week August 1, 2014 to August 31, 2015 Based in Maputo Mozambique
Objective of the position The Southern Africa Extractive Industries Program Adviser will support Oxfam to develop programming on extractive industries in countries across the region (including links to civil society in countries, such as Angola, where Oxfam does not have a presence). The position will advise Oxfam country programs in Mozambique, Malawi, Zambia, Zimbabwe and South Africa on strategies, program design and fundraising opportunities. The position will help Oxfam country staff implement and monitor programs, identify and overcome obstacles, facilitate technical and research assistance and help ensure consistency of messaging and approach. The position will help promote intra and cross-regional learning among affiliates to strengthen program implementation.
Main tasks •Work closely with country program staff in supporting the development of new Oxfam country programs on extractive industries in Mozambique, Malawi, Zambia, Zimbabwe, and South Africa (eventually Tanzania and DRC for all SADC related work) – on a rotational basis (it is envisaged that the post holder will, for the first 6-8 months, spend 70% of time working with the Mozambique country team and 30% on coordinating with other country and regional teams.)
•Support the completion of extractives context analysis in countries where this does not exist, including stakeholder mapping, and analysis of the critical extractives issues
•Assist country programs in campaigning and advocacy, including designing and executing technical assistance projects. Identify fundraising opportunities and support proposal development. Support the monitoring and execution of restricted funding projects. •Facilitate extractive industries program (including advocacy, campaigning and gender) capacity-building and training. Design and execute cross-program learning exchanges. Participate in monitoring and evaluation of emerging country extractive industries programs. •Represent Oxfam regionally on extractive industries issues, networking and relationship building with partners, allies, funders, ‘targets’, academics, researchers, civil society. Support regional influencing work at SADC and AU level, in coordination with regional policy leads. •Contribute to Oxfam’s ‘worldwide influencing network’ by connecting southern African organisations working on extractive industries, including gender and extractive industries, into Oxfam programming (particularly influencing) work in SAF and globally, particularly in Oxfam affiliate countries that are home to mining companies.
You have: •Minimum of 5 years work experience, in advocacy, international development, human rights and/or environmental fields, at least two of which are specifically dedicated to program and/or advocacy work on extractive industries issues. •Demonstrated program (including advocacy and campaign) design (including M&E) and management experience, with experience of developing multi country/team work an advantage. Well developed analytical, conceptual, research and writing skills. •A deep understanding of extractive industries issues and trends, globally and in Southern Africa, with existing relationships to global and regional extractive industries networks an advantage.
•Excellent advisory skills – good at listening, analysing, giving feedback in ways that build capacity and understanding. •Well developed gender analysis skills, with a particular understanding of the gendered nature of extractive industries governance, impacts and related financial flows. Commitment to humanitarian and human rights principles and actions. •Strong communications and IT skills in a variety of media. Ability to use new technology and social media to convey complex ideas in thoughtful, creative ways, and able to tailor communication to a variety of different audiences (academic, extractive industries specialists, generalist programmers, advocacy targets). •Self driven, and at ease with multiple accountabilities, competing demands and a degree of uncertainty- experience of or aptitude for working in complex institution with multiple reporting and communication lines. •Experience of carrying out or contracting extractives industries program and influencing capacity building and training for civil society organisations a strong advantage. Experience in policy dialogue, advocacy and lobbying with government and private sector actors. •Proven ability in social research and macro policy analysis with a focus on extractive industries governance a strong advantage. •Willing and able to travel 30-50% of time. •Fluent spoken and written English and Portuguese.

For international candidates the salary range for this position is between € 3.289,- and €5.031,- gross per month based on a 40 hour week.
