Deputy Chief of Party Finance. Administration and Compliance (DCOP.F), Malawi, Project Title: Fisheries Integration of Society and Habitats (FISH), Reporting to Chief of Party (COP)

Develop program budgets with team s and monitor budget pipeline, Provides timely and accurate finical report to Pact and USAID as required, Review and approve recommendations for financial planning and control, providing relevant fiscal information to FISH senior management team, Manage internal and external financial audits of the program, Oversee all finical and regulatory compliance functions to USIAD and Pact standards ensure an efficient and effective operating platform, Ensure continual review of internal and strategic controls, communications, risk assessments and maintenance of supporting documentation, Support the sub-awardees in preparation of accurate monthly financial reports and other reports as needed, checking compliance with all supporting documents, Ensure all transactions and activities are conducted in accordance ith generally accepted accounting principles and standards, USIAD Regulations and Pact policies and procedures, Assist partners and staff in the development of budgets for project activities and monitor expenses against approved budgets, Maintain the formal financial system with oversight from the Pact Senior Finance Officer, Maintain adequate records for all advances, both employee and sub-grantee in the Malawi office, Prepare financial reports as requested by Pact HQ for review by the Pact Senior Finance Officer, Coordinate Pact Malawi’s VAT Claims to MRA, Ensure office financial system compliance with Pact, USAID, and Malawian legal regulations, Provide general support to Pact Senior Finance Officer, in sub-grants management as per award document and modifications, Conduct site and compliance visits and issue comprehensive Site visit Reports
 
Grant Administration - Support partners as needed to ensure sound financial management and compliance, Ensure that sub-contracts, sub grants and local consultancy documents and procedures are completed in a timely and correct manner and comply with pact and USAID policies, regulations and branding, providing capacity development support as needed, Serve as the liaison between the grantee organisations and Pact to ensure contractual obligations for the projects are met and to process contractual action such s specialised equipment purchases, deliverables, modifications and  closeouts, ensure grantee financial and technical reporting is received on a timely basis, Maintain operations tracker to document process for each grant cycle, compile and organise all grant materials, Work closely with senior management and the Deputy Chief of Party (programs) to remedy any financially or performance issue sot ensure smooth implementation, financial and technical reporting and tracking of the individual partner vs workplans
 
General Administration  - Provide overall administration coordination and support to ensure an effective and efficient operating platform for the program, Coordinates the security, insurance and maintenance of office equipment (computer, telephone etc), Maintain staff confidential files, assist COP is staff management and performance vs job description, provide staff training as needed, Other responsibilities as assigned
 
A Masters Degree or higher in Finance, Business, Management or related degree in relevant field preferred or equivalent experience in USAID project administration and financial management, At least 10 yrs of demonstrated experience in financial regulations, policies and practices of USAID or comparable USG or other international programs funded by other donors, Strong financial and operational management experience with proven human resources management and team building skills, Strong interpersonal and team building skills with significant experience in capacity building and developing a strong host country national team, Proven ability to work with a wide range of local organisations and people, Excellent understanding of USAID and USG regulations and international NGO and donor experience
