Southern Region Water Board is a Statutory Corporation established under the Water Works Act, Chapter 72.01 of the Laws of Malawi with the responsibility for the administration of water-areas and the development, operation and maintenance of waterworks and water-borne sewage sanitation system in the Southern Region of Malawi, except for the city of Blantyre
 
Is responsible to the Board of Directors for efficient and effective operation and profitability of the Board and is expected to provide overall strategic direction and advice in the technical, commercial and administrative functions and in general management of the water Board and its resources, S/he will head a Corporate Management Team of the Water Board in formulating and implementing short, medium and long term strategic plans
 
Accountabilities and responsibilities for the CEO are many and varied and include amongst others the following
 
Corporate plan – Assist and supports the Board in the development, review and accomplishment of the Corporate plan of the Water Board in cognizance of changing political, socio-economic and technological variables and assures accountability to its diverse stakeholders, Keeps the Board fully informed on high level issues concerning the Water Board, This includes identifying problems and opportunities and addressing them, bringing appropriate ones to the Board or its committees and facilitating discussion and deliberations
 
Management and Administration – Provides general oversight of all Water Board activities, manages the day to day operations, and assures a smoothly functioning and efficient organization, Assures product offerings and service quality and organizational stability through development and implementation of standards and controls, systems and procedures and regular evaluation, Assures a work environment that recruits, retains and sports quality staff through maintenance of effective processes for the selection, development, motivation and evaluation of staff performance, Instills a performance driven culture in the organisation necessary to provide satisfactory service to customers and other key stakeholders and move the board towards commercial orientation, Provides the board with advice on best practice on policy and ensure that such advice forms a coherent whole of the Board’s decision making process, Builds and maintains a strong CMT whose members are results oriented, have a team spirit and a clear understanding of the strategy and vision of the board and accompanying targets necessary to achieve set objectives, Exercises authority over all other officers to manage them and to ensure that they are motivated to achieve desired results
 
Financing  - Promotes product offerings and services that are produced and/or provided in a cost effective manner, employing economy while maintaining acceptable levels of quality in accordance with international best practices and standards, Oversees the fiscal activities of the Water Board, including budgeting, reporting, audit and risk management, Works with the Board to ensure financing to support strategic and sustainable short, medium and long term goals of the Water Board
 
Customer Relations – Initiatives, develops and maintains cooperative and constructive relationships with all key stakeholders through using effective marketing and communication strategic and activities, Listens to clients and other key stakeholders in order to improve product offerings and services and generate involvement of communities in its catchment areas
 
Governance – Works with the Board Chairperson to enable the bard to fulfill its governance functions and facilitates the optimum performance by the Board, its committees and individual Board members, Works with the Board Chairperson to ensure the Board focuses on timely, long term strategic and sustainable core issues of the Water Board , Assist and supports the Bard comply with laid down Govt rules and regulations relating to its role and accountabilities and helps evaluate its performance regularly
 
Legal Compliance – Assures the filing of all legal and regulatory documents and monitors compliance with relevant laws and regulations
 
Must possess at least a Bachelors Degree in Civil, Mechanical and Water Engineering or any relevant degree plus a post graduate degree in Engineering, Strategic Management, Financial Management, Business administration, Economics or other relevant post graduate degrees, S/he must be registered with Malawi Board of Engineers or any relevant professional body, Candidates should also have at least 5 yrs experience at senior managerial position in a reputable organisation
 
A proven track record of managing a large utility organization of commercial enterprise in areas of service delivery, project management, financial accounting and human resources management, Be customer focused, goal driven, action oriented, innovative, a self starter and team player, Be mature and judicious person with extensive managerial experience Have a strong business acumen and entrepreneurial attitude, be able to work to agreed performance targets and to move the Board towards commercial orientation
 
Successful candidate shall be offered a negotiable performance related contract for a period of 3 yrs with an attractive salary, benefits and gratuity packages commensurate with seniority of the position and qualifications of the candidate
