- MAJOR DUTIES AND RESPONSIBILITIES:
The Senior Benefits Officer- AU Pension Fund is the administrative headof the Secretariat under the authority of the General Manager. As such, theSenior Benefits Officer:
- Directs and co-ordinates the administrative activities of the AU Pension Fund Secretariat;
- Ensures the prompt and efficient delivery of services to the customersof the Fund being the member organizations, the affiliates and beneficiaries;
- Administers pensions and benefits in accordance with the Rules andRegulations, Administrative rules or others;
- Ensure the Finance function of the Fund including budgets and budgetarycontrols, pension statements and reporting;
- Implements policies on risk, control and reporting with respect tohis/her scope of responsibilities;
- Ensure the correct and timely collection and registration ofcontributions and other income;
- Ensure the affiliation of affiliates and the maintenance of theirrecords and their benefit entitlements;
- Ensure the payment of Pensions and Benefits in a correct and timelymanner;
- Ensure that all administrative duties and responsibilities of MemberOrganizations, Affiliates and Beneficiaries are performed;
- Ensures correct, complete and timely recording and entry of allregistration related information and data in the management information systemon the Member Organizations, the affiliates and beneficiaries, the pension andbenefit entitlements and other information, and ensures the maintenance of thenecessary related paper files;
- Ensure that the periodical reports are prepared in a timely manner;
- Ensure that any complaints made on services or employees of the Fund ingeneral or the Secretariat in particular are investigated and ensure theimplementation of corrective measures
- Implement and operate the Fund’s internal control mechanism (includingreporting and risk management) with respect to his/her scope ofresponsibilities and in line with the Fund’s policy.
- Ensure the effective and efficient management of the Secretariat’sresources;
- Ensure that all administrative and personnel related duties andresponsibilities are performed;
- Assist with the development and implementation of policies andprocedures with respect to the activities of the Secretariat and ensuresadherence and compliance of operations to these;
- Assist with the establishment and maintenance of effective andco-operative relationships with Member Organizations, third parties and allentities dealing with the Fund (Top Level Relationship Management);
- Prepare the development of the strategy and business plan for the Fund;
- Prepare the development of the Fund’s budget;
- Evaluate the performance of the other staff of the Secretariat and worksjointly with the Human Resources Management;
- Monitor and evaluate the services provided to the Fund by third parties(banks, external auditors, …);
- Oversees all incomingfunds, including contributions ;
- Monitor, measure and report on operational issues, opportunities anddevelopment plans to improve efficiency and cost effectiveness;
- Perform other related duties as may be required.
2. QUALIFICATION ANDWORK EXPERIENCE REQUIRED:
- Candidates must have a Master’s UniversityDegree in Business Administration, Economics, Human Resources or a relatedfield;
- Candidates must have at least 8 years ofrelevant working experience in benefits management services or human resourcesmanagement; out of which three (3) years is in a management position.
- Sound knowledge of Pensions and Benefits ingeneral;
- In depth knowledge of Pensions and Benefitsadministration;
3. LANGUAGE REQUIREMENT:
Proficiency in one of the African Union workinglanguages. Knowledge of one or several other working languages would be anadded advantage.
4. TENURE OF APPOINTMENT:
The appointment will be made on a fixed term contract for a period of three(3) years, of with the first twelve months will be considered as a probationaryperiod. Thereafter, the contract will be for a period of two years renewable,subject to satisfactory performance and deliverables.

Candidates from the following leastrepresented countries are encouraged to apply: Eritrea, Central AfricanRepublic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea,Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTome and Principe,Seychelles and Somalia.

7. Remuneration:
Indicative basic salary of US$ 35,300.00per annum plus other related entitlements e.g. Post adjustment (46% ofbasic salary), Housing allowance 14,414.40per annum), education allowance (75% of tuition and other education relatedexpenses for every eligible dependent up to a maximum of US$7,800.00 per childper annum), etc for internationally recruited staff of the Commission.
