Our client, as public sector organisation and an equal opportunity employer seeks to recruit passionate, dedicated, experienced and qualified individuals of Malawian origin to join its ranks in the Procurement Division
 
The Procurement Division provides a total supply management function that is customer focused, it institutes supply chain management strategies that incorporate a total systems view of the linkages in the chain that work together efficiently and create customer satisfaction at the point of delivery to its internal and external customers. It is the objective of the division that costs are kept low throughout the chain by driving out unnecessary expenses, minimising the procurement process time and focusing attention to value addition. It aims at increasing throughout efficiency and removing process and procedures bottlenecks.  Its performance measurement focuses on total system efficiency and making the supply chain system responsive to customer requirements
 
Reporting to the CEO, the Director of Procurement is a member of the Senior management Team
 
Will be filled by an exceptional professional that will lead the Procurement/Strategic Sourcing staff and provide strategic direction to maximise cost savings and operational efficiencies
 
Provision of leadership and direction in all matters relating to acquisition of goods, works and services, Managing efficiently the development of a professional and high quality procurement service, Develop and manage an Annual Strategic Plan for the Procurement Directorate including the Annual Directorate Budget, Managing, directing and co-ordinating all procurement activities of the Company in strict compliance with the Public Procurement Act, the Public Procurement regulations and the Desk Instructions, while adhering to current best practice in the profession, Preparation of a Long-Term Procurement Plans (LTPP) in accordance with the Company’s Integrated Strategic Plan as revised from time to time, Preparation of Combined Annual Procurement Plan (CAPP) through the assessment of needs, corporate plans and budgets, corporate profiles and forecasts based on Divisional Procurement Plans, Preparation of cost estimates, budgets and forecast for the Procurement Division and reporting on trends, variances, challenges and risks, Positioning the Procurement Division to become the proactive and reliable service provider for the Company, Setting and monitoring professional standards throughout the procurement cycle from Needs Assessment, Bid Solicitation, Evaluation, Awards, Contract Management, Record Keeping and Supplier Appraisal, Overseeing the preparation and review of Bidding documents for procurement of goods, works and services, Overseeing the drafting of procurement contracts and ensuring proper contract administration, Provision of objective expert advice to the internal Procurement Committee (IPC) on procurement policy and practice also provide secretarial services to IPC on procurement above an agreed budget value, as well as being the link between the Company and ODPP, and attending IPC Meetings as required, Monitoring and improvement of staff performance especially the 2 Senior Procurement Managers, Provide effective interface with ODPP and other govt bodies as required, Provide strong leadership for staff within the Directorate to achieve organisational goals, establish and maintain positive relations and communications with other Company’s divisions, contractors and govt, Any other relevant duties as assigned by the CEO from time to time

First Degree from a recognised university majoring in Procurement and Logistics Management, Engineering, Business Administration, Finance, Economics, Law or public Administration, Possession of Graduate Diploma of the Chartered Institute of Purchasing and Supply (CIPS) and holding current membership of the same, Minimum of 10 yrs experience at senior management level in a similar position.
