Title: International Civic Education and Accountability Expert
Reference: Technical Support to NICE Trust on Local Governance and Social Accountability (Voice & Accountability)

BiRD is looking for an International Civil Education and Accountability Expert as part of its Democratic Governance Programme (DGP) under the EU 11th EDF.
The global objective of this assignment is to contribute towards the achievement of Result Area 2 of the Democratic Governance Programme: Enhanced democratic accountability, human rights observance and civil society empowerment. The specific objective of the consultancy is to enhance NICE management and staff in voice and accountability initiatives. Specific objectives include:
· To assist NICE core staff in the development of methods and approaches to strengthen the new focus of NICE on voice and accountability for creating awareness and mobilisation of citizens on issues of democratic governance and of accountability of duty bearers;
· To provide capacity building to NICE to effectively implement activities that were jointly conceptualised by NICE core staff and the experts that can promote social accountability at all levels of governance in Malawi.
· To provide technical advice and guidance that will assist NICE in the initial take off stage of the voice and accountability initiative
Under the guidance of the Executive Director and in close coordination with the TFU Team Leader, the experts will assist in exploring and conceptualising initiatives that can strengthen Malawi’s local governace and social accountability at various levels of governance in line with the mandate of NICE.
The expert should have the following skills and competences:
Fluent in spoken and written English;
Excellent analytical competence and interview skills;
Active listening skills and strong report writing skills;

Qualifications and skills:
· Advanced university degree in development studies, political science or a related field;
· Proven team leadership, team coordination and client liaison abilities.
General professional experience:
· At least 10 years experience working in the fields of civic education, governance, democratic accountability or community mobilisation;
· Proven experience in participatory democracy, empowerment and community mobilisation, human rights, adult and participatory training methodologies, or local governance.
Specific professional experience:
· Knowledge of democratic values and principles for advocacy by the people on governance, accountability and human rights issues;
· Knowledge and understanding of cultural and socio-economic & political conditions in developing countries;
· Experience in working with CSOs, CBOs and communities in governance and development work.
· Knowledge of local governance, decentralisation and voice and accountability issues;
· Proven experience in community empowernment and mobilisation;
· Proven skills in adult and participatory training approaches;
· Knowledge of civic education and rights based approach will be an asset;
· Proven skills in communication, networking and advocacy.
The estimated start date for this mission is 1st September, 2015. The main mission period is around 2 working months spread over an elapsed period of 3 calendar months. The estimated end date for this mission is end of November, 2015. The mission will be based in Lilongwe and mayinvolve some travel to the regions and districts, as well as time away from base consulting with staff and volunteers in the field.
