Position Title: IT/Website development/design Consultant, Humanitarian Action for Children (HAC) 

Location: NYHQ or home-based in NY area with periodic office visits 

Duration: 20 working days over the period 1 August – 15 September, 2014

Background

The Humanitarian Action for Children report is UNICEF’s on-line global appeal for financial support that highlights the situation of children and women living in the most challenging humanitarian circumstances, outlines the support required to help them survive and thrive, and shows the results UNICEF and its partners have achieved and are working towards.

Up-to-date information on the 2014 HAC appeal is available on the HAC website at http://www.unicef.org/appeals, which includes 31 stand-alone country chapters, and 6 regional chapters. 

The mid-year review of the HAC, which takes place in June/July, is an opportunity for UNICEF country and regional offices to report on the humanitarian situation, as well as on results and funding levels to date and to review targets and funding requirements as relevant. The HAC is aligned with inter-agency Strategic Response Plans (SRPs), and timing of mid-year reviews for SRP countries is aligned accordingly.

Purpose and Objectives 

UNICEF is seeking a consultant to support the timely update of the HAC website, including uploading up to 37 country and regional HAC chapters in line with the mid-year review. Additional support will be provided in analyzing and presenting the results of website google analytics.

Work assignments

1. Update in a timely and accurate fashion up to 37 HAC country and regional chapters of the HAC web site with new information coming out of the mid-year reviews. 
2. Carry out updates and various aspects of page production, including formatting text, placement of video and image optimization, whilst providing quality control to ensure pages meet highest standards.
3. Upload background documents and post links as relevant.
4. Carry out other relevant website work as applicable

Expected Outputs

The following outputs will be expected from the consultant:

1. HAC Mid-Year Review Content for up to 37 HAC Country and Regional pages updated and Strategic Response Plan (SRP) links posted.
2. Analysis carried out and dashboard created for Google Analytics on HAC website data
3. Background documents uploaded to website, as required

Qualifications and Experience Required:

The consultant who will be recruited should have the following qualifications and experience:

1. Content management experience - strong knowledge in Reddot web publishing system
2. Photo manipulation software skills
3. Proficient in HTML
4. Graphic design experience a plus
5. Google Analytics experience a plus
6. Detail-oriented, creative, ability to multi-task and work efficiently under tight deadlines.
7. Ability to work effectively in a multi-cultural environment.
8. Communicates effectively both written and orally to varied audiences.

Work Schedule and Payment: 

The consultant will be paid in two installments upon satisfactory completion of assignments: 

1) 31st August 2014 for actual days worked and;
2) 15th September 2014 for actual days worked.
Total not to exceed 20 working days. 

Estimated Duration of Contract: 20 working days from the period of 1 August – 15 September 2014.

Contract Supervision: The consultant will be supervised by the Information Assistant, working closely with the HAC Mid-year consultant, with oversight by the Manager, the Director’s Office (DO), EMOPS. 

Type of Supervision that will be provided: The consultant will be able to work on his/her own with minimal supervision. Regular contact will be maintained with the DO through emails and phone calls and in-person meetings. Technical consultation with internal groups as needed.
