Justice and Violence against women Adviser – DFID

DFID Malawi Team: Governance and Security, fixed Term: 18 months 

The UK’s Department for International Development is a major development partner tackling poverty reduction in Malawi with a strong commitment to supporting ‘open economies’ and ‘open societies’ with fair and accountable institutions, open and fair rules, and equal opportunities for women.  Between 2011 and 2016 we will have provided 393 Million Pounds in bilateral development assistance to Malawi.  Working for DFID in Malawi provides staff with the unique opportunity to play an important role as part of a vibrant DFID team to advance poverty reduction and facilitate economic growth in Malawi.  The post holder will lead DFID Malawi’s portfolio of work on justice and violence against women and girls to ensure the DFID programme delivers results and furthers Malawi and DFID’s priorities in these areas.  This is a challenging post that provides an opportunity for a motivated, experienced and enthusiastic professional to contribute to tackling
priority issues that impact on development in Malawi 

The post holder will contribute to the delivery of DFID Malawi’s overall Operational Plan (country strategy) and to shaping DFID’s engagement and support on justice, human rights and violence against women and girls at senior levels with a variety of stakeholders.  S/he will provide analysis and advice on justice issues and be DFID Malawi’s lead on human rights and efforts to address violence against women and girls,  S/he will be involved in managing substantial financial and programme resources, regularly making strategic decisions and choices and negotiating, persuading or advising other son a range of issues.  This will involve working closely with other Development Partners to ensure donor harmonisation and aid effectiveness 

job holder will be based in the Governance and Security Team

providing effective leadership and maximising positive outcomes and impact of DFID Malawi’s existing justice and security portfolio (including a large multi-year, multi-faceted Justice for Vulnerable Groups programme with a strong focus on violence against women and girls, and a shorter term programme supporting reform in the Malawi Police Service, In the context of DFID Malawi’s Operational Planning for 2016-2020,reviewing the current justice and security portfolio and designing a successor portfolio of programming from 2016/17 onwards, Developing strong partnerships and positive working relationships with formal and informal partners in the justice sector and beyond that contribute to improving regulatory enforcement, strengthening access to justice and addressing violence against women and children, Leading DFID Malawi’s work on human rights in close collaboration with colleagues in the British High Commission, including by providing regular
analysis and advice on human rights issues in Malawi, Engaging with the latest research, evidence and innovations in the area of justice, human rights and violence against women and girls to ensure DFID Malawi’s programmes deliver the best possible impact for people in Malawi, have a strong evidence base, results are effectively tracked, lessons learnt and progress is proactively communicated to a wider audience, Play a key role in the delivery of DFID Malawi and UK’s wider objectives in Malawi, as an active member of the DFID and British High Commission team, and leading on corporate activities and communications as required 

Significant experience of similar work at senior level, A Masters Degree in a relevant subject (including development studies, sociology, political science, law) or equivalent level of academic or professional experience, Given the nature of the job, a legal background would be desirable, proven experience of successfully managing and delivering complex, multi-faceted programmes and achieving the required programme outputs, Excellent written and oral communication skills, Ability to represent DFID and influence strategically across Govt and other development partners at a senior level, Good interpersonal skills and a strong team-player, ability to work both independently and as part of multiple teams, Experience of working with multilateral, bilateral development partners and NGOs, along with board understanding of key and instruments especially those used by DFID and the international community 
Governance, Political and institutional Analysis – Understanding of governance evidence, policy and practice in a range of settings, Ability to apply political and institutional analysis and use this to influence strategic planning  and programming decisions 
Security, justice, Rule of Law and Human Rights – understanding and experience of low security justice, rule of law and human rights contribute to development, and their impact on different groups, particularly women, Knowledge of different legal systems, including informal justice systems, in a range of contexts, including fragile states.  Ability to work with HMG, national and international actors to pursue DFID objectives 

Political Systems and Accountable Governance – Knowledge of political systems and of political settlements in different settings, the relevance of transparency, empowerment and accountability for development and of the promotion and realisation of human rights and of political inclusion, Ability to provide advice, policy direction and programme leadership across these areas, working with HMG, country and international partner s

Gender and women’s and girls’ empowerment – Knowledge of key concepts, frameworks and what works to lead the design, management and monitoring of evidence-based action or gender equality and women’s and girls’ rights and empowerment, including multi –sectoral strategies and transformative change to combat violence against women and girls 

Must also demonstrate knowledge and understanding of International aid, Collating a, analysing and presenting evidence/research using statistical
cal and wider analytical skills, Economic concepts and appraisal, Evaluation
