Monitoring and Evaluation Officer
Concern Universal (CU) Malawi is an international NGO working to create opportunities for lasting improvement in people’s lives. We work in partnership with other to implement development interventions reaching over 1,200,000 rural people each yr through a range of projects including WASH, income generation, livelihoods, food security and renewable and sustainable energy
CU Malawi has recently secured approval of an exciting new 3-yr project from the Millennium Challenge Account (MCA) Environment and Natural Resources Management and Social and Gender Enhancement Fund
We are looking to recruit experienced, dynamic and multi-disciplinary staff to successfully deliver this project, They should all be firmly committed to delivering lasting positive improvements to the communities that we serve, and delivering CU’s mission and upholding our values of human dignity, community focus, integrity and partnership
All the positions will be based in Balaka (with extensive travel) and the duration of contracts will be approx. 3 yrs up until (approx.) 31st July 2018
The objective of this project is that 7 Group Village Headmen (GVH) communities in the upper Chimwalira and Upper Chilanga river basin engage in more effective and productive resource management and land conservation practices. The project will directly work with 2,500 farmer households and around 30 different groups, across approx 70 villages in the 7 GVHs in the target catchment areas
Women and men in the catchment community have the capacity to more effectively and equitably participate in local environmental and natural resource decision-making and policy implementation, Women and men in the catchment communities have improved collective and individual capacities (knowledge and skills) to sustainably manager and use natural resources, especially forests and catchment areas, Women and men have increased agricultural and natural resource-based incomes through promotion of sustainable agricultural and natural resource practices and market opportunities, Target women have the knowledge, skills and power to effectively participate in and influence decision-making at the community and household-level around decisions on land and other assets
Developing women’s agency and effective gender mainstreaming is a central focus of the project and all interventions are aimed at strengthening women’s economic and social position
This project contributes to the achievement of the MCA-Malawi goal of reducing poverty through economic growth, as well as the Environment Natural Resource Management project objective of mitigating the problem of aquatic weed infestation and excessive sedimentation in the Shire River Basin to reduce disruptions to Malawi’s hydropower generation.

Monitoring and Evaluation Officer
Is responsible for providing technical leadership in all monitoring, evaluation, research, documentation and knowledge management related to the project
Responsible for the design, updating, implementation and oversight of the project M&E framework with project stakeholders, Design and oversee implementation of household and market assessment surveys, Develop appropriate tools/methods/database to capture M&E data at multiple levels, supporting data collection, analysis, research, monitoring and evaluation, Ensure all data required is appropriately captured and stored in a timely manner, Support other project partners on the development of the baseline and evaluation studies, and where appropriate coordinate stakeholder work and M&E activities, Responsible for coordinating knowledge capture and management for the project, as well as appropriate dissemination, This includes facilitating learning reviews and document lessons for internal/external sharing and cross-learning, Support the integration of women’s empowerment and leadership, innovation, business approaches and CU mainstreaming issues throughout
all aspects of the project cycle, develop and submit monthly monitoring and documentation reports to Project Manager, Liaise with national M&E Coordinator as well as the cross-programme M&E technical working group
A Degree in Social Science, BSc or any related field while a Master’s degree would be an added advantage, Minimum of 2 yrs experience working in a similar M&E role, Practical knowledge and experience in use of a wide range of M&E tools including participatory methodologies, Knowledge of the use of statistical packages like SPSS, Excel, ACCESS, R, STATA, and NVivo, Excellent data analysis and critical thinking skills, Excellent write and verbal communication skills, The ability to coach others in the operation of M&E frameworks, Proactive and highly motivated individual who requires the minimum of supervision, Strong respect and empathy for rural communities, a deep personal commitment to promoting women’s rights as well as an affinity to CU’s mission and values of human respect, partnership and integrity, analytical thinking, problem solving and decision-making ability, Proven ability to work under pressure and meet tight and competing deadlines,Valid Malawian driving licence and willingness to travel to the field on a motorbike.
