PSI Malawi seeks highly qualified candidate for the position of Technical Advisor. The candidate will provide effective technical leadership and strategic management of PSI Malawi’s health pro-implementation of targeted, evidence based and international best practice approaches to achieve health impact.  The position will also provide technical leadership for the monitoring and evaluation of all health programs.  This full-time position is based in Lilongwe and reports to the Country Representative (CR)
 
The Program’s dept comprised of RH, MCS and HIV teams and Monitoring and Evaluation (M&E) team is responsible for
Designing health strategies and projects, including overall health area strategy and log frames, Preparing donor funding proposals, Robust implementation of complex health projects to achieve measureable health impact, using targeted evidence-based, best practice approaches, Monitoring progress against performance (financial and programmatic) and providing feedback to operational strategies, Managing donor, govt and stakeholder relations and reporting, Representing PSI Malawi at national level Technical Working Groups and other similar structures, Managing relations with national  level sub-grant partners in order to achieve project objectives
 
Is directly responsible for the management and overall performance of the Programs dept, with each health team responsible for the development and implementation of all project activities, including marketing plans, annual work plans, M&E plans, and management of field operations including health services, communications, program-related distribution and field level sub-grants. 
 
Responsibilities – Ensuring all health strategies, project designs and proposals reflect latest thinking in public health technical inputs, Ensuring all projects set ‘stretch’ DALY/CYP targets and monitoring performance against them, Monitoring project spend against budgets and project deliverables against set indicators, Ensure robust MIS systems (including mHealth systems) to meet donor reporting needs, Ensure all projects meet PSI Global Network Minimum Programmatic Standards, Build and maintain effective donor relationships, Build capacity of eh programs team through effective coaching, training and supervision, Provide overall leadership to Programs dept while building and supporting the development of the dept’s capacity, Approve requisite program documentation such as (but not limited to): requisitions, advocacy strategies for health areas, log frames, donor reports, As appropriate, identify appropriate, new health areas for programming, and develop concept papers and proposals, including donor budgets as required, Participate on and actively represent the Program Teams within Senior Leadership Team, Represent program teams on procurement committees for major procurements, Contribute to the development, implementation and monitoring of PSI Malawi’s strategic plan
 
Masters Degree in relevant field (MPH, MSC, MBA, MSW), Technical expertise in the areas of malaria, maternal and child health preferred, Additional technical expertise in areas reproductive health and HIV would be viewed positively, Technical knowledge in monitoring and evaluation and using evidence for decision making highly desirable, At least 5 yrs of work experience managing a team in a developing country, At least 6 yrs demonstrated staff management and project oversight experience, Robust knowledge of international health, development issues and the international donor community, Experience of effectively working at senior leadership/management level, Experience developing and managing budgets, Ability to work effectively in partnership with a variety of audiences and organizations, fluency in spoken and written English, INGO experience strongly preferred, Knowledge of and experience using Microsoft Office, Excellent writing, presentation and interpersonal communication skills preferred
