Monitoring and Evaluation (M&E) Specialist (1 post – College of Medicine – Malaria Alert Centre (MAC)
Responsible for developing a detailed M&E framework and systems, coordinating and providing M&E oversight of all activities
This is a senior position tenable for the initial period of 1 yr with field travels across the country; if work performance is satisfactory, renewals are possible
Lead the development of M&E framework, systems and tools for assessing results against indicators based on the project proposal and plans, Prepare consolidated progress reports including annual project implementation reports for submission to stakeholders and donors meeting deadline as per the requirement of project, Collaborate with project coordinator and Principal Investigators to define data to be collected and methods for collecting data, Monitor implementation and ensure efficient and effective M&E of all project activities, Ensure consistency in approach for project activities in districts and study sites using developed M&E tools, Provide appropriate feedback to management and team members for changes/improvements to strengthen project implementation, To coordinate monthly and quarterly data analysis of the project activities based on project requirements, Assist with designing, reviewing and piloting of data collection tools (CRFs, logs, training manuals, etc) for the projects, Conduct regular project reviews, mid-term reviews and financial evaluations and assist with all the relevant trainings, Conduct regular monitoring and technical support visits in the field to assess progress against monitoring and project workplans, To contribute to wide organisational learning and disseminating data, lessons learned, good practices for the betterment of the institution and timely provision of data to et stakeholders, Generate report in response to investigators’ requests for data to be used at meetings, international conferences and institutional summary reports, Represent the M&E section by presenting on M&E core activities, achievements and challenges at institutional and stakeholders’ meetings, Assure quality assurance and control measures in order to have high quality data and implementation, Ability and track record writing grant proposals and attract funding, Capacity to develop and conduct M&E training courses, Accomplish other tasks as assigned by the line manger
Masters Degree in Statistics, Project Management, Social Sciences, and Education or in other relevant field from a recognised institution, Thos with Bachelors Degree in these areas and extensive M&E experience will be considered
Minimum of 3 yrs of previous full time working experience in M&E, planning or project management position, Experience creating and managing performance monitoring plans and improving ongoing projects based on monitoring data, Previous successful involvement with and good knowledge of donor funded project is an added advantage, Extensive experience in working with public health sector/Ministry of Health, Knowledge in designing, field testing surveys and data collection tools are required, excellent data analytical skills and interpretation, S/he must have ability to write clearly and concisely and have sound quantitative skills (managing, analysing an d interpreting data), Proficiency in Microsoft Office Suite is required, experience with statistical software packages such as stata, SPSS is an asset, Strong interpersonal and motivational skills and adaptation to local environment as well as ability to work with minimal supervision is required, experience working on academic research projects involving multiple active protocols with international collaborators is an asset, Excellent oral and written communication skills in English
