Projects Officer
The National Authorising Officer’s Support Unit which is under the Debt and Aid Management Division of the Ministry of Finance, economic planning and Development was established in June 2003 to strengthen the role of Govt in the coordination of EU financed interventions in Malawi, This is in line with the ACP-ACP Cotonou Partnership Agreement to which Malawi is a signatory, The unit is supported through the Capacity development for NAO Support Unit Project whose financing agreement was signed in 2009
The NAO Support unit ins inviting applications from suitably qualified and experience persons to fill the vacant position of Project Officer – Social Sectors A successful candidate will be awarded a contract whose duration will be based on the implementation period of the Programme Estimate no. 5 of the project and may be renewed based on satisfactory performance
Projects Officer – Social Sectors – Grade 2
Under the supervision of eh Head of unit and Sector Manager
Assist in the identification and formulation of programmes and projects in line with Govt’s policies, Provide strategic analysis and guidance in all matters within the social sectors and particularly the education sector, Facilitate meetings for various stakeholders including govt line ministries and depts., development partners, civil society organisations and contractors, Provide procurement support to projects mainly in the education sector during preparation of tender dossiers and evaluation of bids, leading to award of contract as well as the amendment of the contracts, Provide other relevant technical support to govt line ministries and depts., project management teams, civil society organisations and contractor sin the effective implementation of activities according to EDF rules and procedures, Conduct regular monitoring mission in liaising with the project management teams of the Social Sectors and mainly the education Sector, Receiving and validating all invoices and payment requests for projects to ensure full compliance with contractual requirement, Facilitate in liaison with the Sector Manager and the EU Delegation, mid-term and end of project evaluations as well as technical and financial audit of projects, Updating and maintaining programme and project database in liaison with the Monitoring and Evaluation Section of the unit, Undertake any other duties as assigned by the Head of Unit/sector Manager
A university degree in Social Science, Education or a related field, At least 5 yrs of experience working in the Education Sector in Malawi, Good experience in project management, and capacity building programmes, Knowledge of monitoring and evaluation of donor funded projects and project cycle management, Good communication and report writing skills Computer literate with knowledge of Microsoft software programmes, Skills in procurement with knowledge of EU procedures will be an added advantage, Ability to work under pressure to meet strict deadlines, must be a strong team player
The unit will offer salary that will be commensurate with qualifications and experience based on EU approved salary grid
