Advisor, Child Health

The Advisor, Child Health provides ongoing technical expertise of Child Health activities in Africa and Asia. S/he develops and recommends policies and implementation procedures that ensure continued Child Health program innovation, geographic expansion, and impact. The position determines, in collaboration with DHN Senior Management, the vision, strategy and operational plan for Child Health programming and is accountable for achieving the results set out in the strategic and operational plans.
Responsibilities
Provide ongoing technical input of Child Health programming
· Develop objectives, operational plans, and milestones to support large-scale Child Health programming in multiple countries. Develop and recommend policies and procedures based on evidence-based research.
· Provides advanced technical assistance to country offices in formulating program designs and country strategies
· Provide technical guidance and support to country programs to ensure quality, sustainability and impact at scale.
· Provide guidance for situation analyses and help design and implement monitoring and evaluation systems.
· Provides advanced technical expertise and oversight to ensure programs are of high quality and develops new state of the art approaches.
· Develops and promotes widespread application of evidence-based program standards and guidance that reflect Save the Children and global best practice.
· Build capacity of country offices and other sector staff to design and implement quality programs
Create and share knowledge to expand the Child Health evidence base and ensure application to inform local policies
· Formulates key program questions that will help to advance the evidence base, and leads design of targeted evaluations.
· Monitor new developments and identifies operations research opportunities within CH programs at country and regional levels.
· Identify innovative field-based CH best practices, and documents and promotes uptake more broadly within and outside Save the Children.
· Disseminate technical and project materials to ensure programs are up to date.
· Participates in skill development activities for Save the Children staff.
· Participate in various national and international advisory and working groups, and liaise with donors and partners to develop ongoing research agendas, showcase Child Health results, and expand funding for Child Health initiatives
Develop strong working relationships with donor and peer organizations to expand, inform and harmonize Child Health programming efforts
· Establish and maintains new/existing relationships with key donors supporting CH programs
· Create partnerships with Ministries of Health and other relevant organizations (e.g. Roll Back Malaria, President’s Malaria Initiative, WHO, UNICEF) to maximize program impact and harmonize agendas.
· Contributes to agency knowledge and decision-making concerning pursuit of funding opportunities
· Plays leadership role in development and submission of quality proposals in response to identified opportunities
Strategic vision, leadership, and operational planning
· Plays significant role in strategic thinking and leadership in advancing child health programs.
· Plays significant role in departmental/office strategic and operational planning processes to achieve targets in support of agency-wide goals and objectives.
· Implements sector approaches to measuring program and global results.
· Remain abreast of global developments in child health.
· Participates in strategic alliances that will advance child health programming.
Advocacy
· Contributes to the formulation of the CH advocacy agenda based on program evidence and experience
· Serves as source of CH technical expertise, and as a spokesperson, in support of Newborn and Child Survival Campaign
· Supports global and country level advocacy efforts as necessary and appropriate
Requirements
· Master’s Degree in public health required; a health professional (MD or nurse) with clinical training skills (pre-service and/or service clinical training) preferred.
· Minimum of 10 years’ experience implementing and delivering technical assistance to international health programs in developing country settings.
· Demonstrated expertise in program development and management child survival and strong experience in malaria program design and implementation required; must have experience facilitating clinical training.
· Ability to lead and produce project proposals, implementation plans, monitoring frameworks, and write succinct reports on program success; excellent writing and oral communication skills.
· Ability to travel 35-40% of time
· Familiarity with USAID policies, strategies, and program priorities, preferably at both the global and country level
