Additional Responsibilities:

The M&E Specialist will responsible for managing the monitoring and evaluation system for the overall project and advising project partners in M&E issues. S/He will coordinate the development and implementation of M&E plans and training of partners; identify technical assistance needs and training resources as appropriate and manage the SFCS management information system. This position will report to the Project Director.
 
 
ESSENTIAL JOB FUNCTIONS:  DUTIES AND RESPONSIBILITIES
• Fulfill all internal project M&E requirements, including the preparation of data for project reporting requirements
• Identify technical assistance needs and training resources as appropriate
• Train and advices project partners in M&E issues
• Coordinate the development and implementation of grantee M&E 
• responsible for providing tools, training and support to monitor implementation of grantees and ensure the quality of their PEPFAR reporting 
• Assure all activities are conducted within the scope of the project budget
 
 
The goal of SFCS-OVC is to reduce the socio-economic impact of HIV/AIDS on OVC and their caregivers in Mozambique. The overall objective is to enhance the capacity of families and communities to support, protect, and care for OVC and caregivers
Qualifications:
• Advanced degree in a relevant discipline
• Applied skills in designing and implementing monitoring and evaluating activities and formative or operations research for integrated OVC and HIV/AIDS or related programs in developing countries.
• S/he must have a firm command of M&E issues related to populations of special interest (e.g. orphans, PLWA, high-risk groups, mothers and children).
• The M&E Specialist must have demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the art approaches to be utilized by the project.
• S/he must have strong writing and organizational skills for reporting on program and study results.
• Experience working in monitoring and evaluation in a program setting
• Knowledge of HIV/AIDS and PEPFAR indicators
• Experience working with and reporting results to USAID and familiarity with USAID M&E reporting requirements is strongly encouraged
• Strong English and Portuguese skills required.
• Knowledge of and experience with the design, management and implementation of OVC programs.
• Sensitivity to cultural differences and understanding of the socio-economic and political situation in Mozambique and the ethical issues surrounding OVC programming.
• Ability to organize systems to monitor administrative as well as project results.
• Well-developed written and oral communication skills.
