Objectives
|
· The objective of the ExM is to produce specific documents containing clear information and recommendations for the deployment of a possible EU Election Observation Mission (EU EOM).
|
Experts profile
|
· Academic degree (at least Masters level) in Law, Political Science, International Relations or any other discipline relevant to the assignment, OR in its absence equivalent professional experience of approximately 13 years in the area related to Lot 12;
· Approximately 12 years of experience in the area related to Lot 12;
· The Expert (Senior) will have extensive experience in election administration and/or election observation and assistance (approximately 10 years);
· S/he must have proven experience in election systems, legislation and administration, including voter/candidate registration. S/he must be familiar with election-related legislation and international standards in the election field. S/he must have experience in designing and drafting election-related projects. S/he must be familiar with planning and implementing election observation missions and election-related technical assistance projects. S/he must have previously been directly involved in the organisation of election observation by the EU or other organisations. Particular knowledge of the situation in the country and/or the region is an asset.
· S/he must be fluent in Portuguese and English (written and spoken).
