VACANCY ANNOUNCEMENT
GRANTS OFFICER
The National AIDS Commission seeks to engage the services of a competent,
dynamic and pragmatic individual to join a team of professionals in the
organisation, who wishes to make a positive contribution towards the
achievement of the organisation’s mission, goals and objectives. Applications
are invited for the post of Grants Officer.
Reporting to the Head of Grants, the Grants Officer shall be responsible for the
provision of programmatic support to grant recipients and ensuring that the
rules, regulations, and procedures of the Grants Facility are adhered to at all
times by all stakeholders. The successful candidate shall have the following key
duties and responsibilities:-
1. In liaison with the technical departments, carry out mobilization and
sensitization campaigns;
2. Conduct preliminary screening process of Expressions of Interest (EOIs)
and Proposals submitted to ensure compliance with Grants Facility
Guidelines;
3. Assist potential NAC grantees with preparation and development of
proposals for grant support from expressions of interest to proposal
development;
4. In collaboration with technical departments and expert reviewers,
appraise EOIs and proposals for technical merit;
5. Conduct Organizational Appraisals to determine the capacity of
prospective Grant Recipient Organisations (GROs);
6. Conduct grants negotiation for budget and activity review with
prospective GROs;
7. Prepare Proposal Information Documents (PID) for consideration and
approval by NAC Board of Commissioners;
8. Provide advisory and capacity building support to implementing
agencies in financial and technical delivery of their projects;
9. Review the accuracy of grantee financial and technical reports and
ensure adherence to Grants Facility regulations
10. Process disbursements requests and monitor financial expenditure and
agreed milestones; 11. Regularly monitor and produce reports on all aspects of grants
implementation
12. Produce grant portfolio reports for management planning, decision
making and control.
The Person:
The desired candidate should:
1. Have a Bachelors (University) degree in a social science, accountancy,
business administration, public health, agriculture and/or other relevant
discipline;
2. Have a minimum of 3 years experience working with NGOs, Community
Based Organizations (CBOs) and related implementing agencies active in
Malawi, particularly at the level of field operations;
3. Have experience in working with international donor funded projects
and/or international donor agencies;
4. Have experience in the field of HIV and AIDS. Experience on other health
sector interventions and/or poverty alleviation and development is an
added advantage;
5. Have Project monitoring and evaluation skills;
6. Have Financial Management and analytical skills;
7. Have data collection and analysis skills;
8. Ability and willingness to travel throughout Malawi and work proactively
and independently;
9. Ability and willingness to work irregular hours; and
10. Be IT conversant (including database management).
