FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. We are currently seeking qualified candidates for the position of Finance Manager in Maputo, Mozambique.
Project Description:
The Finance Manager will provide leadership, managerial and technical direction for all aspects related to finance and administration activities.  Additionally, s/he will provide technical oversight for financial management capacity building within the project. The position requires close collaboration with finance director/ Mozambique to ensure application of FHI360 and USAID regulations and policies as well as periodic review of such policies and regulations to ensure that they continue to reflect the current donor environment, regulations and practices.
Additional Responsibilities:
  • Prepare monthly financial reports for submission in accordance with FHI360 directives.
  • Maintain/oversee the preparation of day-to-day office accounts including the periodic review of internal control process and recommend improvements.
  • Review all budgets and expense reports submitted by staff and consultants for compliance with USAID and FHI360 standards and accuracy.
  • Assure effective Payroll Administration.
  • Examine consultant documentation to ensure complete, timely and accurate negotiation of consultant agreements with FHI360.
  • Assist all staff to correctly interpret and apply FHI360, USAID, and Project policies, systems, and regulations related to finance and budget management.
The goal of SFCS-OVC is to reduce the socio-economic impact of HIV/AIDS on OVC and their caregivers in Mozambique. The overall objective is to enhance the capacity of families and communities to support, protect, and care for OVC and caregivers.
Qualifications:
  • Advanced degree in accounting, finance or business administration and
  • Applied skills in developing and managing large budgets.
  • S/he must have at least 8 years of experience in professional accounting or auditing, including at least 4 years’ experience working with international donor reporting, preferably USG reporting requirements.
  • S/he must be proficient in relevant computer applications and databases, and must be organized, responsible, and concise to meet reporting requirements and deadlines.
  • The Financial Management Specialist should have demonstrable analytical, organizational, and written communication skills
  • Strong English and Portuguese skills required.
  • Knowledge of and experience with the design, management and implementation of OVC programs.
  • Sensitivity to cultural differences and understanding of the socio-economic and political situation in Mozambique and the ethical issues surrounding OVC programming.
  • Ability to organize systems to monitor administrative as well as project results.
  • Well-developed written and oral communication skills.
