Summary
The Financial Management Specialist will give support to the Chief of Party in the Girls’ Education – Strengthen Family and Community Support to OVC program in order to ensure high standards of fiscal accountability and planning, in compliance with US Government (USG) and SCI requirements and will be responsible for producing quality financial reports to the donor. S/he will be overall responsible for ensuring capacity of local partners is built in awards management including donor compliance, in close collaboration with SCI provincial grants officers.  
Responsibilities
Responsible for ensuring completeness, accuracy and timeliness of all financial reports for both internal and external purposes;
Ensure timely preparation and circulation of internal budget monitors to the COP and provincial sub-budget holders
Review all financial reporting documents and information critically at national level in order to prepare it for robust financial reporting.
Provide support to and monitor provincial accountants, ensuring a consistently high standard of reporting across all provinces, including periodic visits to provinces.
Produce recommendations for strengthening measures to overcome any weaknesses at partner or SCI provincial level (e.g. in payrolls, procurement processes or accounting systems).
In conjunction with the project’s provincial grants officers and provincial coordinators, ensure that partners are implementing accounting systems that are compliant with donor requirements
Provide support to provincial grants officers to build capacity of partners by creating and helping to deliver a training programme based on identified gaps and follow up its implementation to facilitate quality reporting and controls.
Lead budget revisions, including partners’ budgets in close collaboration with the COP and program staff and  in line with donor requirements
Advise on the development of financial analysis to assist in the management of financial risk;
Assist in the supervision of external and internal financial audits as required by the organization;
Requirements
Advanced degree in accounting, finance or business administration
Minimum of 8 years of experience in professional accounting or auditing, including at least 4 years’ experience working with international donor reporting, preferably USG reporting requirements
Experience in developing and managing multi-million dollar budgets
Proficiency in using various financial packages, constructing tables and excellent working knowledge of Excel and Word.
Significant experience in financial monitoring, budgetary systems, and controls with strong analytical skills
Experience of building financial/award management capacity of local partner organizations highly desirable
Excellent interpersonal skills
Strong organizational skills including the ability to plan, prioritize and ensure implementation of work to required standards.
Ability to work under pressure and meet strict deadlines. 
Demonstrated ability to analyze issues and problems, applying a systems approach to identifying solutions
Strong representational and communication skills.
Proven team management and building skills, including working with local civil society partners
Ability and willingness to travel regularly to the field.
Fluency in oral and written Portuguese and English language
