GENERAL:
Effective with the release of this announcement, Winrock International is seeking a highly qualified greenhouse gas accounting consultant for a USAID-funded program in Malawi. The five-year program entitled Protecting Ecosystems and Restoring Forests in Malawi (“PERFORM”) is focused on advancing Malawi’s low-emissions, climate-resilient development through forest conservation and by strengthening low-emission planning, analysis and investment capacities.
PROGRAM SUMMARY:
Winrock is seeking short-term greenhouse gas emissions consultant for the USAID-funded program entitled Protecting Ecosystems and Restoring Forests in Malawi (PERFORM). Winrock is responsible for leading PERFORM’s work on assisting Malawi to develop a greenhouse gas inventory system. The consultant will play a key role in ensuring the achievement of several technical and administrative objectives through September 30th, 2015. The greenhouse gas accounting specialist will work closely with the Environmental Affairs Department personnel on a day to day basis. The consultant will also work in close association with Winrock’s technical experts in greenhouse gas accounting and mitigation analysis. Key outputs of the consultancy include demonstrably improved engagement by GoM actors with GHG inventory design process, and delivery of outreach and technical materials.The specific description of deliverables for this consultancy will be designed in consideration of a candidate’s relative strengths and experience.
ESSENTIAL RESPONSIBILITIES:
-Serve as technical lead on several reports enumerated in PERFORM’s year-1 workplan, related to capacity assessment, stakeholder outreach, GHG accounting options, and institutional arrangements for GHG monitoring
-Work with Environmental Affairs Department to develop an internal capacity building plan
-Work with Environmental Affairs Department to develop detailed short-term implementation work plans for their GHG inventory team
-Facilitate improved coordination among Government of Malawi departments for the effective implementation of a national GHG inventory
-Create scopes of work for recruiting sectoral specialists to design and execute capacity building plans within partner GoM ministries
-Coordinate and communicate on a regular basis with Winrock’s Home Office.
-Establish contacts with partners and clients to ensure coordinated implementation of project activities and represent the Winrock Team at key meetings.
-Work closely with Winrock’s USA-based technical team
QUALIFICATIONS AND BACKGROUND:
Success in this position will demand strong technical, interpersonal, and managerial skills. A strong candidate will demonstrate many of the qualities listed below, but it is understood that it may not be possible to meet all criteria. Education:
Bachelor’s degree (Master’s preferred) required in environmental policy, environmental economics, forestry, environmental science, natural resource management, conservation, natural science, sustainable development, climate change related fields or other relevant international development field.
Desired Work Experience:
-Minimum five years of combined experience working in forestry, environmental and economic policy, climate change policy, environmental and/or climate change finance, GHG emission accounting, and/or Low Emission Development Strategies
-Extensive experience developing training programs and working to build institutional capacity of government counterparts at the national and/or local level
-Proven understanding of GHG inventories and management systems
-Familiarity with international climate change policy and financing
-Knowledge of Malawi’s forestry and agricultural sectors and climate change policies (desired)
Skills:
-Proven ability to successfully work with key forestry and agricultural sector government agencies, institutes, NGOs and experts (Malawian experience preferred)
-Ability to build coalitions and networks that can provide synergies and sustainable solutions to forest management issues
-Must be comfortable in high-level representational role as well as interacting with beneficiaries
-Strong managerial skills
-Strong communication skills, both interpersonal and written
-Excellent computer skills (word-processing, spreadsheets, and databases)
-Experience in Malawi (desired) or surrounding countries
