Finance/Admin Associate – United Nations Population Fund
Fixed term contract, Grade: GS7, Lilongwe, 1 yr, UNFPA Malawi, closing date 25th September 2, 2015
Under the overall guidance of the UNFPA Representative and direct supervision of the International Operations Manager, the Finance/Admin Associate will work closely with the Administration Procurement Sections and Programme Officers, S/he will provide advice in all aspects of finance, administration and procurement for the core and non-core project, His/her role is to ensure a fully accountable and results oriented project management and to facilitate UNFPA project implementation and delivery by providing support for the operational needs
The Finance/Admin Associate is located in Country Offices (CO) and reports to the International Operations Manager
Supports the monitoring of programme financial performance for all core and non-core resources by providing necessary financial information and analysis, including implementation rate against indicators/results, Detects potential over/under expenditure problems and proposes remedial action, Develops tools and mechanisms for effective and efficient monitoring of programmes and project budgets, coordinates compilation of financial data and provides accurate and up dated financial information to the IOM on a continuous basis, Interprets financial policies and procedures and provides guidance and training to staff and project managers, Strives to identify ways in which programme financial needs can be met existing policies, Assists in the management of the Country Office budget by budget formulation, controlling allotments, monitoring expenditures and preparing revisions according to the needs of the Country Office, Maintains an effective financial recording
and reporting system, internal control and audit follow up and processes finical transactions in an accurate and timely way, Reviews and monitors charges for common services and cost recovery taking into account maximum cost efficiency and represents UNFPA/s interests in related negotiations and agreements, Manages recruitment and selection process applying best practice HR tools and mechanisms, advices and briefs managers and project personnel on different types of contractual modalities , coordinates the performance appraisal process and advises on performance issues, Implement corporate systems and applications in support of finance and human resource management resources, and advises and trains project staff, Reviews procurement requests and initiates procurement procedures for office and project equipment, supplies and services in a transparent and cost effective manner, recommends procurement decisions, Contributes to the smooth running of the
office by ensuring provision and maintenance of services and supplies following up processes and maintaining up to date inventory and records, Reviews and prepares material for common system activities relating to common services and premises, cost recovery, privileges and immunities, entitlement and salary surveys, security, etc

Education – Completed Secondary Level Education required, First level University Degree in Business Administration, Economics, Management, Finance/Audit, Public Administration or related field desirable
6 yrs of relevant experience in Administration, Finance, Office Management, Logistics/Facilities Management in the public or private sector preferably experience in audit and coordinating and managing large scale project dealing with complex logistical issues, Experience in managing donor resources is an added advantage, Experience in managing donor resources is an added advantage, United nations or International NGOs experience is an added advantage, Advanced knowledge of working with internet based applications and languages, Proficiency in ATLAS will be an added advantage
Language s- Excellent writing and oral skills in English, knowledge of another UN language is an asset
Knowledge and practical use of computer- Candidates are expected to be proficient in current Office software applications (MS Excel, Word, Powerpoint etc)
