Hubert H. Humphrey Fellowship Program

The Hubert H. Humphrey Fellowship Program brings accomplished mid-career professionals from designated countries around the world to the United States for one academic year (10 months) of practical, professional development experiences and non-degree academic study. The Humphrey Program was launched in 1978 to honor the memory and accomplishments of the late U.S. Senator and Vice President, Hubert H. Humphrey. Fellows are selected through a competitive process based on their potential for leadership and commitment to public service.
Program Description
During their year at an American host university, Humphrey Fellows take graduate courses relevant to their professional interests and spend a considerable portion of their time engaged in professional development activities including: consultations and affiliations with U.S. faculty and experts, field trips, workshops, and research projects. The Humphrey Fellowship is both an individual and a group experience. Fellows are placed in cohorts at their host universities and work with their Humphrey colleagues on developing their leadership skills.
Funding is provided by the Government of the United States of America through the U.S. Department of State. The funding covers the cost of TOEFL testing for selected candidates, tuition and university fees, a monthly maintenance allowance, a book and supplies allowance, round-trip transportation from Mozambique to the host university in the U.S., and transportation to Washington, D.C. for a special seminar. The Humphrey Program does not provide financial support for accompanying dependents.

Requirements
To participate in the Humphrey Program, candidates must have:
- Mozambican citizenship or permanent residency in Mozambique
- a Bachelor's or equivalent degree (must have completed a university degree program requiring at least four years of full-time study).
- a minimum of five years of full-time professional experience
- limited or no prior experience in the United States
- demonstrated leadership ability and commitment to public service
- proficiency in English. Selected semi-finalists will be required to take the Test of English as a Foreign Language (TOEFL) and score a minimum of 71. International English Language Testing System (IELTS) scores of 6.0 or above will also be accepted.
- a commitment to returning to Mozambique after completing the program
The following are not eligible for consideration:
- recent university graduates
- university teachers, scientists, or researchers with no management or policy responsibilities (except for teachers of English as a Foreign Language and specialists in drug abuse prevention and treatment)
- individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to May 2014
- individuals who have spent more than six months in the United States during the five years prior to May 2014
- individuals who are dual citizens of the U.S. and another country, or who have U.S. permanent resident status (i.e.: Green Card holders).
Process and Selection Criteria
Humphrey Fellowships are highly competitive and several stages of review are necessary to make the final selection of participants. Applicants must fulfill the eligibility criteria outlined above to be considered. Applications are due by 17:30 on Monday, May 5. Qualified candidates will be interviewed in English by the U.S. Embassy Selection Committee in late May. Semi-finalists selected from this group will be required to take the TOEFL exam in June 2014 (if necessary). Those whose scores allow them to continue in the competition will be required to complete a more detailed online application, which will be sent to Washington, D.C for final approval in September. Finalists will be announced in February 2015 and will begin the 2015-16 Humphrey Program in August/September of 2015. Those who require additional English training may be required to attend an intensive English program before the Humphrey Program begins.

Before completing and submitting an application, read carefully the instructions on the application form. A complete application package will include the following:
- Preliminary Application Form
- Certified copies of transcripts (with certified English translation)
- Certified copies of diploma (with certified English translation)
- Two signed letters of recommendation (with certified English translation if necessary)
- Copy of TOEFL or IELTS score report (if previously taken).
- Resume or CV in English
- A copy of the biographical page of your passport or photo identification.
