ActionAid Mozambique (AAMoz) is searching for a highly experience professional with in-depth skills in Governance and HUMAN RIGHTS approaches to work with ActionAid staff and her partner organisations. The International Governance Advisor will support AAMOz in her work in seeking to hold governments and corporates to account and improve public services delivery.
ActionAid is a global movement of people working together to further human rights for all. ActionAid Mozambique has been in Mozambique since 1988, taking sides with poor and excluded people. The priority areas of her work are: (1) Women Rights and Gender Equality; (2) Participatory Democracy and Access to Basic Rights and Services and (3) Economic Alternatives for Women, Youth and Vulnerable Groups. The International Governance Advisor will be a leading technical advice-giver to the Strategic priority on Participatory Democracy and Access to Rights and Basic Services. She/he will cooperate with the ActionAid units with regards to knowledge-sharing, programming and methodological aspects in her/his capacity development work.
Listed below are a few of the Advisor’s tasks,
Key result areas:• Recommend and design appropriate civic empowerment and social accountability strategies, methodologies and tools to upscale ActionAid Mozambique’s work with Partners to improve governance and Access to Rights and Basic Services
• Motivate and support the anti-corruption network of AA and partners in implementation of joint campaigns.
• Train and equip Participatory Democracy staff and partners with knowledge on transparency and its interface with public services in Mozambique
• Support AA Participatory Democracy staff to develop Tax Justice activities and help in the production of easy to use tax Justice tools and civic education material
• Support and advice networks on Tax Justice issues and guide the development of contextual strategies and concrete advocacy plans and tactics for use in fostering Tax Justice at local government level
• Motivate and support partners in creation of tax monitoring committees to involve beneficiaries in identifying, mapping and monitoring foreign investors tax practices in focus districts
• Support and advice partners on implementation of approaches and tools designed to identify issues of and empower youth to enhance their influence in local governance processes
• Advice and support elaboration of CBO platform and Provincial CSO position papers including priorities and needs form the communities to be presented in invited spaces (LC and DO)

Required qualifications:
- Master of Arts degree in any of the following or related disciplines: Social Sciences, Development Studies, Economics, Governance, and Policy Analysis.
- Ideally minimum 8 years’ experience in governance and accountability work in a developing country.
- 4 years’ experience as a technical advisor in a developing country, preferably Sub Sahara Africa.
- Profound knowledge and experience from working within the area of Governance and related themes like Anti-corruption. - experience in working on issues of tax justice, accountability, public administration, or local governance will be an added advantage.
- Experience with campaign approaches and planning and practical tools used in social accountability and corporate accountability work in civil society is an added advantage
- Experience with project- and programme design, implementation, monitoring and reporting is important
- Coaching and mentoring experience, especially with experience in capacity building of networks and alliances
DEADLINE FOR APPLICATION SUBMISSION: May 11th 2014.
EXPECTED STARTING MONTH: Start date is dependent on selected candidate acquiring work permit in Mozambique (Depending on the nationality of the applicant, a work permit can be gotten in 2 to 6 months). Contract start is subject to approval of work and or residence permit. The assignment is for 24 months, with the possibility for renewal.
