FHI 360 is seeking qualified candidates for the position of Technical Director Health Systems Strengthening for an anticipated USAID-funded: Organized Network of Services for Everyone’s (ONSE) Health referred to as ONSE Athanzi. The purpose of the project is to support Government of Malawi (GoM) efforts to improve the health of Malawians through improved access to priority health services; improved quality of priority health services; strengthened district health systems; and increased community demand for priority services. The expected duration of the project is five years.
Job Summary / Responsibilities:
The Technical Director Health Systems Strengthening to provide technical & program oversight in the design & management of implementation of health systems strengthening (HSS) activities of ONSE. The position will be based in Lilongwe, Malawi and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to USAID approval.
  • Provide strategic direction, leadership and technical guidance at the district level to ensure appropriate support for the implementation of project activities in HSS to 1) improve district management of human resources; 2) improve district-level governance, management, and policy; and, 3) improve use of health information systems to inform management of district health services by leading efforts to integrate private sector service data into DHIS2;
  • Ensure timely implementation of all program inputs related to HSS, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity building and M&E across project sites, in close coordination and collaboration with USAID, Ministry of Health;
  • Identify appropriate facility- and community-based strategies at district health management level to address systems bottlenecks that act as an impediment to effective service delivery;
  • Guide the integration of HSS with the project key technical areas of family planning/reproductive health, maternal, newborn, and child health, and malaria;
  • Provide mentoring and capacity building at the district health management level in HSS;
  • Contribute to maintaining a strong relationship with USAID and in-country stakeholders (at national and district levels);
  • Supervise HSS technical team, and coordinate inputs from short term technical assistance;
  • Deliver presentations at professional meetings and conferences.
Qualifications:
  • Master's Degree or higher in Health Systems, Public Policy, Health Economics, Governance; or a related field required;
  • At least twelve years of experience in health systems strengthening, including experience in Sub-
  • Saharan Africa and with sub-national systems. Experience must align with the health systems subareas
  • included under ONSE;
  • Demonstrated experience with progressively increasing responsibility for designing, managing,
  • and implementing health systems strengthening programs in developing countries;
  • Experience building effective relationships with stakeholders, especially government counterparts at decentralized and national level;
  • Demonstrated hands-on experience in building government, non-government, and community capacity to increase accountability;
  • Strong quantitative or mixed-method and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences;
  • Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable;
  • Experience with a USG cooperative agreement preferred;
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies;
  • Excellent report writing, analytical, and communication skills, including oral presentation skills;
  • Ability to work independently and manage a high volume work flow.
