Proposal Objective:
Social Impact is preparing a proposal for an upcoming four-year USAID funded project in Malawi. The anticipated project will be a multi-level M&E activity that will build capacity for monitoring and evaluation of early grade reading at national, school, and community levels.
Position Description:
SI is seeking an Early Grade Reading Assessment (EGRA) Technical Advisor on the M&E activity to build capacity for monitoring and evaluation of early grade reading in Malawi. The EGRA Advisor will provide technical leadership in the area of reading and writing skills development in primary schools. This will be a full-time, long-term position based in Malawi.

Responsibilities:
· Provide technical leadership in the design, development, implementation and evaluation of a reading program.
  • Ensure that short-term technical experts and EGRA team members recruited under this contract are of a high caliber and possess the required technical expertise.
  • Oversee improvement of teacher professional development focused on early grade reading.
  • Provide quality assurance for the implementation of teacher training.
  • Build collaborative relationships with governmental agencies, donor/client organizations and other NGOs to enhance quality and effectiveness of the project materials.
  • Oversee the data collection, and review, analyze and evaluate the effectiveness of literacy related activities and makes recommendations for improvement to meet project goals.
Qualifications:
  • A minimum of eight years of working in primary education with a focus on early-grade reading in sub-Saharan Africa.
  • Master's degree in education, social science, international development or related field required.
  • Knowledge of a balanced literacy framework, early literacy competencies, and reading diagnostic measures.
  • Experience developing materials for early-grade reading; experience designing teacher training programs highly desired.
  • Demonstrated knowledge of international evidence-based approaches to learning reading using phonics and systematic, structured, and explicit instruction required, experience using these approaches in instructional design or direct instruction strongly preferred.
  • Experience overseeing the design of instructional materials for large-scale education programs highly preferred.
  • Ability to organize and conduct trainings and technical workshops related to literacy required.
· Exceptional proficiency in written and spoken English is required, as is a demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products.
