District Monitoring and Evaluation Coordinator – Plan International – Lilongwe
Plan International Malawi invites applications from suitably qualified and experienced individuals to perform the role of District Monitoring and Evaluation Coordinator for the Global Sanitation programme (GSF) which is based at the Lilongwe Program Area but being implemented in 6 districts
Shall be reporting to the Project manager, Shall closely work with the GSF Project Manager, Plan Malawi’s Program Area Managers, admin and finance staff and GSF District Coordinators
Programme Planning and implementation – Implement the projects M&E systems in line with the GSF M&E framework, In collaboration with District Coordinators, assess the capacity of sub grantees to undertake effective M&E activities, an build their capacity as necessary basing on the capacity development plans, Support the process of sub grantees identification, due diligence or appraisal and record keeping, Ensure that project strategies and operations reflect a CCCD and gender approach at different levels
Training, monitoring and Evaluation – Guide sub grantees in monitoring the project and reporting for results and management, Ensure that data is being collected as per developed monitoring plan, analysed and presented for programme improvement, Undertake periodic monitoring and supportive visits to impact districts and communities, In collaboration with District Coordinators, implement data quality controls and assurance protocol and ensure availability of high quality data, Monitor fund utilisation in relation to the programmatic achievement, value for money, analysis quantitative and qualitative field data and reflect on the project progress towards achievement of key results for sub-grantees and overall country program, Update and manage project databases, Support the process of developing and implementing a protocol to support relevant surveys and evaluations, Facilitate timely consolidation of work plans, budgets and reports by providing accurate and up to date monitoring information on sanitation and hygiene
Contribute to documentation and knowledge management and take part in learning and communication activities, Ensure that effective communication and networking is achieved through partnership and collaboration, Facilitate harmonisation of the monitoring interface of GSF and sub grantees, Support district learning and sharing events with key stakeholders including Traditional Leaders or chiefs
A University degree in Social Sciences, Sanitation Engineering, Public Health or a field relevant to WASH and project management, At least 3 yrs of professional work experience in monitoring and evaluation including designing and managing of results based M&E Systems, Knowledge and experience with qualitative and quantitative data collection and analysis approaches, Knowledge of and experience with impact assessment methods, Strong analytical, training, supervision and writing skills, Strong IT skills – proficiency in Excel, dataabase management. MIS and knowledge of SPSS or STATA is highly desirable, Demonstrated ability to analyse data and present information in understandable tables, charts and graphs, Willing to travel to project impact areas across the 6 impact district at least 60% of the person-time
