Deputy Chief of Party/Senior Learning Advisor, Comprehensive Monitoring and Evaluation, Malawi

Proposal Objective:
Social Impact is preparing a proposal for an upcoming four-year USAID funded project in Malawi. The anticipated project will be a multi-level M&E activity that will build capacity for monitoring and evaluation of early grade reading at national, school, and community levels.
Position Description:
SI is seeking a Deputy Chief of Party/Senior Learning Advisor to support the Chief of Party (COP) on the M&E activity to build capacity for monitoring and evaluation of early grade reading in Malawi. The DCOP/Sr. Learning Advisor will report to the COP, and be responsible for oversight and quality of the technical monitoring and evaluation activities under the project. This will be a full-time, long-term position based in Malawi.

Responsibilities:
· In coordination with COP, lead and manage all monitoring and evaluation technical work conducted throughout the life of the activity.
- Facilitate strong collaboration, learning and adapting practices, including techniques for gathering, organizing, disseminating and applying knowledge throughout the program cycle.
- Ensure that short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
- Develop a comprehensive plan that outlines key learning and knowledge management questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
- Spearhead the design and implementation of institutional learning activities including seminars, events, briefings and after actions reviews.
- Assist key stakeholders in adopting and strengthening systems and processes that foster learning and knowledge-sharing, and inform future programming.
- Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, and coordinate efforts among partners.
Qualifications:
- A minimum of eight years of experience in leading an organization, in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.
- Master's degree in education, social science, international development or related field required.
- Ability to supervise a team in order to complete tasks on time and on budget.
- Demonstrated ability to maintain high levels of quality and timeliness within teams of consultants and internal staff.
- Proven successful leadership in an intercultural team environment in a development context.
- Strong background in evaluation and analysis of development programs, preferably initiatives funded by USAID.
- Demonstrated ability to effectively coordinate with other USG or donor-funded projects.
- Extensive experience in report writing and providing quality report and evaluation presentations.
· Exceptional proficiency in written and spoken English is required, as is a demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products.
