Heavy rains in 2015 led to severe flooding across Malawi. The number of people displaced by the floods was estimated to have reached 121,000 with 50 people reported killed. The floods caused extensive damage to crops, livestock and infrastructure including schools and health facilities. UNICEF is continuing undertaking a recovery response.
The consultant is expected to further advance the on-going recovery work, including country office emergency supply and logistics preparedness, response planning and ongoing capacity building for government partners.
The consultant is also expected to assist with recovery work for the current 2016 cholera outbreak and refugee influx emergencies, and the imminent/ flash floods reported in parts of the Northern and Southern regions of the country.
Objective and Scope of Work & Expected Deliverables
The consultant shall support the office in the recovery response to ensure that sound logistics arrangements are in place. The consultant shall assist with the development and maintenance of emergency stock lists, as well as the implementation of replenishment and pre-positioning strategies; the assignments are as follows:-
· Support the Emergency Coordinator and Supply and Logistics Specialist with all supply and logistics matters relating to emergency response (preparedness and pre- positioning) and provide inputs for the bimonthly/ monthly supply and logistics dashboards and reports.
· Provide supply and logistics policy support, guidance and advocacy to programme staff including consultant staff in the field and develop emergency supply and logistics recommendations.
· Carry out end-user verification of distributed supplies across the whole country with particular emphasis on supplies remaining in DHOs, and provide monthly status updates against distribution plans and shipping area delivery (SAD) documents.
· Support the Emergency Coordinator and Supply and Logistics Specialist with all supply and logistics matters relating to emergency response (preparedness and pre- positioning) and provide inputs for the bimonthly/ monthly S&L dashboards and reports.
· Monitor UNICEF programme supplies dispatched to consignees, confirm and verify arrivals, and provide monthly status updates.
· Monitor warehouses, including for IPs, to avoid oversupply and poor storage of UNICEF supplies, provide policy support, capacity building and guidance. Produce monthly updates with recommendations and actions undertaken.
· Attend emergency meetings and phone conferences, and provide ongoing supply updates and guidance to management and programmes.
· Any other logistic and supply related duties that Emergency Coordinator might request.
Desired Background and Experience
8. QUALIFICATION OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED
· University degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting. Or, a recognized qualification in procurement and contracting.
· Two years of relevant professional work experience. Both national and international work experience in supply, logistics, purchasing, contracting and administration and/or other related fields. Work experience in emergency duty stations
Payment Schedule
Monthly upon certification of satisfactory performance and acceptance of monthly written report and submission of invoice by the consultant.
Conditions (Important)
- Transport will be provided to the consultant during Field travel.
- No contract may commence unless the contract is signed by both UNICEF and the consultant
- No travel should take place without email travel authorisation from section prior to the commencement of the journey from the duty station.
