Malawi Local Government Accountability and
Performance (LGAP), Lilongwe, Malawi
Proposal Summary:
The overall goal of LGAP is to improve the performance of local government in Malawi by improving capacity and accountability of local governments in the districts where it will work, strengthening citizen engagement and oversight, and improving the broader national policy and systems environment for decentralization. While doing so, LGAP will directly assist USAID Malawi operationalize its integration approach. LGAP contributes to USAID/Malawi's larger goals of improving Malawians' quality of life through improved government performance and accountability.

Position Summary:
The Technical Director for PFM and Accountability will support the COP by leading technical assistance to District Councils as well as assisting national government in areas including public financial management, public procurement, revenue mobilization, transparency and oversight.
Responsibilities:
  • S/he should assist local district staff in strengthening their accounting and financial management practices, internal auditing, and use of systems such as the Local Authority Integrated Financial Management Information System.
  • S/he will support councilors as they engage in the budget formulation and oversight process, including outreach to Village Development Committees and Area Development Committees and community groups.
  • S/he will support district goals for local revenue collection and administration.
  • S/he should lead assistance to National Local Government Finance Committee and central government providing technical assistance as required related to public finance and accountability issues.
Qualifications:
  • A Master's Degree (or foreign equivalent) or higher in economics, finance, business administration, political science or a similar relevant field. A master's degree may be substituted by a bachelor's degree and at least 20 years relevant experience.
  • Documented experience in providing the level of technical assistance that is required to improve public financial management and accountability. S/he may not be an expert in all fields but able to direct the overall approach, complemented by additional staff and short term technical assistance.
  • Must have a demonstrated understanding of the technical activities LGAP will implement.
  • S/he must also have demonstrated ability to effectively interact with local Councils and district staff, community authorities, national government, USG, other implementing partners, and other development partners.
  • Strong communication and partnership abilities are essential.
