GOAL has been working in Malawi since 2002, initially in an emergency capacity, concentrating of food distributions, but the focus of the programme has gradually evolved into a mainly health and livelihoods development programme, Notwithstanding, given the hazard prone nature of the environment, GOAL retains an emergency response capacity and undertakes significant and complementary programming in disaster risk reduction, GOAL Malawi’s strategic goal is to improve health, support the protection and promotion of resilient livelihoods and food security, and ensure vulnerable children and youth are o longer marginalised in rural and urban Malawi

Monitoring, Evaluation, Research and Learning (MERL) Specialist – Blantyre – GOAL Malawi

Supervisor: Deputy Chief of Party (DCoP)

Will provide technical leadership and guidance on MERL activities for the duration of this multi-year program

Provide leadership in the design of a MERL system which shall entail developing and documenting an internal and external reporting strategy, coordinating the development of standard implementation procedures, designing of a MERL plan including appropriate data collection tools, Guide the development of the PAMAWA Integration database which will have the capability to track program participant involvement in and access to a combination of Climate Change Adaptation and Sexual Reproductive Health interventions and services, Coordinate the implementation of a comprehensive MERL plan in liaison with all the PaMawa partners including PSI and Center for Social Research (CSR), Institute mechanism to ensure occurrence of learning at different levels of management within the PAMAWA consortium and also amongst PAMAWA stakeholders, Establish accountability measures in line with GOAL accountability strategy to promote effective community participation in the different phases of the PAMAWA’s life cycle, Facilitate all MERL capacity building activities for GOAL team and partners related to the PaMawa programme, Provide technical assistance and guidance to the PaMawa Team and partners in relation to MERL activities, Lead in the implementation of the PaMawa documentation plan that includes ongoing gathering of qualitative information, success stories, case studies, lessons learnt and other relevant information

Degree level qualification in Biostatistics, Public Health (Epidemiology), Demographics o related field from a recognised university, those with a Masters Degree will have an added advantage, Minimum 7 yrs experience in the delivery and management of humanitarian and/or development programmes, with experience in disaster preparedness and mitigation programmes, Demonstrated experience in overseeing a monitoring, evaluation and learning system of broadly comparable size and scope to that required for PaMawa, Demonstrated experience in relevant data collection and processing methodologies, and with regard to ensuring data quality, Experience working with international NGOs, and knowledge of the local context is essential, familiarity with USAID programs is preferred, Willingness to travel extensively to PaMawa district sites (Approximately 50% of time)

Experience wokrign within Malawi and a demonstrated understanding of the country context, Proficiency in Chichewa and/or another local language
