Plan is seeking applications from suitably qualified and experienced individuals to fill various positions for the anticipated USAID-funded Organized Network of Services for Everyone’s (ONSE) Health project in Malawi. These positions are contingent upon award of the project and approval by the donor. The project will be implemented in sixteen (16) selected districts throughout Malawi. All positions will be expected to uphold Plan’s Core Values, promote Plan’s mission and vision, program principles (transparency, gender equality and diversity) to enhance program impact, and be committed to child protection and respect for human rights. The following are the positions:
The Grants Manager will oversee the solicitation, award process, management and monitoring of ONSE Project CBO grants covering seven districts. S/he will support the project staff in grant-related roles, and support the capacity building of CBO grantees in USG compliance, financial and programmatic management.
Duties and Responsibilities:
  • Design and timely implementation of a competitive small grants solicitation and award process for community-based organizations (CBOs) covering seven districts, in close coordination with ONSE Programs staff and management.
  • Effective management of ONSE Project CBO grants, ensuring technical oversight from Programs staff as well as regular monitoring by grants/finance staff and compliance with USAID rules and regulations.
  • Effective management of CBO partner relationships as well as internal project and country office relationships and coordination.
  • Development/improvement of grant management systems.
  • Timely and quality program and financial reports from grantees. The latter to include tracking of grant expenditure on a monthly basis and utilizing financial and program data for management decisions, in coordination with Programs staff.
  • Support for project staff in grant - related roles.
  • Support to grantee capacity building in USG compliance, financial and programmatic management.
  • Grantee financial reviews as needed.
  • Ensure quality, timely program and financial reports in the prescribed Plan format from grantees to Plan/ONSE and flow of data and information to inform ONSE quarterly donor reports.
  • Contribute to documentation and sharing of best practices with stakeholders as appropriate.
  • Initiate, develop and maintain a range of working relationships, including with donors, implementing partners and other development organizations. Effective working relationships with other Plan staff and departments are also critical for this position.
Educational Qualifications, Knowledge & Experience:
  • A Bachelor’s degree in Social or Development studies or related field
  • At least 5 years’ relevant experience grants administration in a large INGO; USAID project management experience strongly preferred.
  • Demonstrated experience in the grants procedures development and management.
  • Good understanding of programs and participatory approaches to development.
  • High level of integrity, values, ethics and attitudes that align with principles of Plan’s Child Protection Policy
Key Skills Specific to the Post:
  • Excellent grant management skills, including ability to identify challenges and provide or work with teams to propose possible solutions
  • Knowledge of programming processes, systems and principles, and the ability to provide leadership and support staff working on grant-related programs
  • High level strategic thinking and skills to enable effective approaches for subgranting, and coordination with National Offices and donors on funding issues
  • Good communication skills and judgment to enable project representation as required
  • Strong negotiation, facilitating and influencing skills
  • Strong report writing skills
  • Good communication, negotiation and advocacy skills
  • Good networking, interpersonal, relationship skills and teamwork spirit
  • Proficient in computer skills
