eHealth Business Analyst/IT Project Manager


MEDECINS SANS FRONTIERES is a non-governmental organization for humanitarian aid. Today we work in more than 60 countries where our volunteers bring their aid to populations in distress, to victims of aggression and war, regardless of religion, beliefs or politics.
Project Context
MSF is committed to confronting HIV/TB (Tuberculosis) in its epidemic dimension by seeking innovative operational strategies aiming at empower patients through digital and mobile technologies for years.
MSF understands eHealth as ‘the use of information and communication technology, such as digital tools, computers, mobile phones, UAV’s, GIS, patient monitors, etc., for health services and information’.
To manage our eHealth digitalization projects we are looking for a IT Project Manager.
Main objectives
Purpose of the post
  • The candidate will play a role in coordinating, managing and implementing with the field teams the proposed e-Health tools and strategies.
  • The candidate will have to remain open for any new possibility to broaden scope of current of planned interventions to an eHealth approach
  • (S)he will de facto play an important role in terms of networking and advocacy at national levels, with authorities and partners
Responsibilities
  • As eHealth Business Analysis & Project Management, (s)he is accountable that the designed solution is produced with respect to the planned scope, timeline, quality and budget and that it is well deployed.
  • He will assure good practices and governance, methodologies respect, coherence and share experiences with HQ and other missions.
  • Participate actively in the definition and update of annual project planning of eHealth activities
  • Develop & Maintain comprehensive landscape’s analysis of Malawi & Mozambique HIV/TB Health Information System (HIS)
  • Management of mHealth national staff(s)
Requirements
Education
· Master or Bachelor degree in Computer Science, Management or related field.
· Advanced project/program management courses or relevant certification (Prince 2 / PMI/…) would be an asset
· Complementary knowledge in mobile environment, GIS, UAV’s, database, software, web development is an asset
Experience
· Experience as project leader and or business analyst in information systems related projects
· Experience in international environment, MSF, other NGO or business operating in similar contexts (HIV/TB), is an advantage.
· Experience with mHealth, eHealth, HIS projects implementation is an asset.
Competencies
· Ability to understand the needs and constraints of MSF operations
· Capability to build a project based on user stories and real life
· Develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness.
· Excellent negotiation, communication and leadership skills
· Willingness and availability to travel and work in different field locations
Languages
· Fluent English & willingness to speak/learn Portuguese is a MUST. French or Dutch is a plus.
Conditions
  • Contract: 24 months minimum (ideally with longer commitment)
  • Salary according to MSF-OCB Field salary scale. Transport, accommodation, vaccination are taken in charge by MSF. Per diem + medical insurance
  • Expected starting date: as soon as adequate candidate will be identified
