Savings and Credit Controller (district level)
Will have the overall responsibility of coordinating CU’s roles and responsibilities within the insurance, credit and savings components of R4 at the field level, including supporting the design and implementation of the R4 programme as well as ensuring close coordination and collaboration with the R4 team in WFP at field level (including insurance partners), with the CUMO R4 field Coordinator, and with govt sector leads implementing existing FFA activities, The role is programme based and will involve extensive travel to the field and interaction with rural communities and local structures and committees S/he will report directly to the CU Project Coordinator and will work closely with the WFP R4 team in Lilongwe
In coordination with the CU Project Coordinator, act as primary interlocutor or R4 related matters for CU at field level, Support the design, refinement, implementation and monitoring of the R4 programme, including developing of annual implementation plans, Be part of the Project Design and Implementation Working Group, help develop and implement the programme’s Credit Strategy, Ensure close coordination at field level with WFP R4 team, CU Programme team, CUMO Microfinance field officer, and any other units/teams that are relevant to the success of R$ programme, Seek input and coordinate with Resilience Program Office r(WFP Blantyre Sub Office and Lilongwe Country Office, WFP Senior Program Assistant (Balaka) and Insurance Broker on all technical aspects of the project, Ensure close coordination with key govt stakeholders, including the Department for Disaster Management Affairs (DODMA) the Balaka District Executive Committee (DEC) District Commissioner, Director of Planning and development (DPD) ., sector leads, and other R4 cooperating partners, on operational planning as well as national level advocacy and policy where appropriate, Ensure that progress is made in the achievement of project objectives, including undertaking regular monitoring visits to view project outputs and beneficiaries, monitoring of insurance For Asset work, consolidation of monthly rainfall data, supporting eventual insurance payouts, Participate in M&E working groups and with support from WFP and CU at national level, organise joint field level monitoring to track progress across R4 components, Support the development and coordination of field reporting structures, of the R4 insurance/credit/savings component, and provide consolidated monthly field reports on component progress, ensuring that inputs from relevant stakeholders, (Balaka District Council, Insurance Broker/Partner and CUMO) are coordinated and consolidated in agreed formats, In liaison with CU local Accountant and Project Coordinator, track and support the management of the R4 budget, Upon request, support the organisation of R4 events at national and local level
Advanced university degree with experience in one or more of the following academic disciplines, economics, social sciences, agriculture, geography, environmental sciences, agricultural insurance, and disaster risk management, At least 4 yrs of professional experience in public sector management, development projects, emergency assistance, agricultural insurance and/or diverse aspects of national, bilateral or multilateral food aid, microfinance, Experience leading development projects especially in the microfinance, disaster risk reduction or agricultural sector, Understanding of food security vulnerability and ability to link analysis to programme design, Excellent community mobilisation skills an demonstrable experience of working with variety of stakeholders, coordinating and building relationships, Excellent work planning and project management skills (including report writing) ideally demonstrated, Be proactive and able to work unsupervised, be fast learner, Excellent written and spoken English, with the ability to facilitate workshops and write publishable reports, Understanding of insurance and/or microfinance preferred but not necessary, Good computer skills, knowledge of relevant packages (MS Office) especially Microsoft Excel and internet proficient, Motorcycle driving licence a bonus
