Plan is seeking applications from suitably qualified and experienced individuals to fill various positions for the anticipated USAID-funded Organized Network of Services for Everyone’s (ONSE) Health project in Malawi. These positions are contingent upon award of the project and approval by the donor. The project will be implemented in sixteen (16) selected districts throughout Malawi. All positions will be expected to uphold Plan’s Core Values, promote Plan’s mission and vision, program principles (transparency, gender equality and diversity) to enhance program impact, and be committed to child protection and respect for human rights.
The WASH Managers will participate in the management and implementation of WASH activities, which will include coordinating with district and local WASH management and promotion structures, and community mobilization around WASH issues. S/he will work with relevant stakeholders to build local capacity to implement key WASH activities.
Duties & Responsibilities
  • Support the effective delivery of the program approaches including Community Led Total Sanitation (CLTS), Sanitation Marketing, and Behavior Change Communication (BCC).
  • Support the mainstreaming of cross-cutting issues throughout project activities, including gender equality and social Inclusion.
  • Encourage and actively promote cross sectoral linkages between the WASH sector and other sectors.
  • Ensure that issues of operation and maintenance, environment and sustainability are considered and factored into project implementation design.
  • Provide technical guidance to the project team and the District Council to guide project interventions, M&E mechanisms, reporting and advocacy.
  • Build the capacity of the project team and other key stakeholders in WASH approaches including CLTS, Sanitation Marketing and BCC.
  • Support the documentation of best practices and lessons learned.
  • Ensure project compliance with quality, safety, and environment standards as outlined in the project proposals.
  • Prepare and submit reports in a timely manner in accordance with requirements of the Donor and WASH Advisor.
  • Liaise with key non-governmental organizations (NGOs), national and local government, and external donors, as necessary.
  • Participate in joint agency assessments, task-force teams and workshops, technical committee meetings, and coordination groups as needed.
  • Represent the ONSE Athanzi Project in network, partnership and collaboration meetings in a manner that is desirable and acceptable.
Qualifications and Experience
  • MSc Degree in Civil Engineering, Infrastructure development, Water Engineering/Water Resource Management, Environmental Health or Environmental Sanitation or any other relevant field. Those with a Bachelor’s Degree and considerable demonstrated experience will be considered.
  • Experience in relevant program management or technical advisory roles in complex WASH projects in the region of Eastern and Southern Africa; experience in Malawi will be highly preferred.
  • Experience with USAID-funded projects highly preferred
  • Expertise in government, nongovernmental, and community capacity building for WASH.
  • Good working experience in community participation and development.
  • Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.
  • Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff.
  • High level of integrity, values, ethics and attitudes that align with principles of Plan’s Child Protection Policy
  • Good English oral and written communication skills.
