                Community Liaison Officer (CLO) - extended
The U.S. Embassy in Maputo is seeking one individual for the position of Community Liaison Officer (CLO). This announcement extends the VA No. 12/14, dated Mar.7, 2014. Candidates who have already submitted applications need not to re-apply. This position is open only to USEFMs, EFMs e MOH of All Agencies.
BASIC FUNCTION OF POSITION
The incumbent is responsible for developing and managing a program based on community demographics and post-specific needs. Development and implementation of the program has direct impact on post morale and affects overall work performance, productivity, retention, community spirit, and individual and family well-being in a foreign environment. The CLO develops evaluation criteria and conducts periodic surveys to assess program efficacy. Based on analysis of formal and informal surveys, the CLO develops and implements a long-range program plan that outlines goals to maintain and enhance morale at post. A Top Secret Security Clearance is required.

QUALIFICATIONS REQUIRED
  1.        High School diploma or equivalent is required.
  2.        One year experience in professional, semi-professional or demonstrated volunteer capacity is required.
  3.        Level IV (fluency) speaking/reading English is required.
  4.        The complexity of issues in the daily administration of the program requires knowledge of pertinent DOS   regulations, programs, and policies, as well as host-country laws, practices, and mores. This knowledge is particularly critical to performance of CLO duties in employment liaison, education liaison, crisis management and security liaison where USG and State Department regulations, policies and initiatives govern programs and benefits critical to the general well-being of FS employees and family members overseas.
  5.        Must have strong working knowledge with Microsoft Word, Publisher, Power Point and Excel. Ability to work in high stress, high volume productivity environment is required.  Ability to analyze and define long-term goals, determine effective use of resources, and implement programming responsive to community needs is required. Ability to recognize, evaluate, and manage potential conflicts inherent to serving the needs of a diverse community is required.
