Provinicial Clinical Coordinator

The Elizabeth Glaser Pediatric AIDS Foundation Moçambique (EGPAF) supports the Minister of Health in Mozambique in the implementation of HIV Prevention of Mother to Child Transmission (PMTCT) Programs and care and treatment to people living with HIV. Currently, EGPAF works in Nampula and Gaza Province through support the Health Provincial Directorates and Districts teams in the implementation, integration, improvement of access and quality of services in the MCH and adult and pediatric HIV care and treatment. EGPAF supports also the psychosocial activities and the linking between Health Units and community. Responsibilities • Design and develop the annual Provincial plan of activities related to EGPAF Provincial Programs based on data and existing information, with the aim to promote programmatic support to the technical/clinical team and to reach the established objectives; • Offer orientation, monitoring, & coaching to his/her subordinates, specifically; Psychosocial Support, MCH, Clinicians and Mobile Clinic, in developing their work plans, aligned to programmatic components, activities to implement and goals to be reached;
• Evaluate the teams’ performances to ensure the achievement of set objectives and goals • Coordinate, interact with and integrate his/her teams • Ensure basic and continuous training of his/her teams with the objective to ensure quality of work. • Realize joint meetings, visits, and trainings with aim to develop the spirit of direct tutoring by the team to the Ministry of Health;
• Is directly responsible for the technical team’ areas (not exhaustive): o Clinical and their Clinical Advisors o MCH and their Tutor o Psychosocial Support and community and their Psychologists o Programmatic component of mobile clinics and their respective officers • Is directly responsible for the Provincial technical matters, and is the Provincial reference for the MOH interaction, who should: o Participate in the meetings with MOH at Provincial Level (and national level if necessary), o Interact with the counterpart of MOH and the EGPAF Technical Advisors at the DPS in a way to optimize the coordination of all activities in the Province; o Interact with other health partners of MOH in the Province in the technical and clinical areas. • Monitor and Analyze regularly the results and Evaluate the program, with the objective to continuously improve the program performances • Submit due report with highest quality, punctuality and completeness • Facilitate and contribute in a proactive way in the different researches in the Province. Propose new research topics and projects.
Required Qualifications • Medical Doctor or Pediatrician with 7 years of experience and at least 5 years of experience working in HIV/AIDS programs and international health; • Master in Public Health or equivalent; • Minimum 3 years of experience in program and multidisciplinary clinical team management; • Extensive clinical Experience and excellent knowledge of care and treatment of adults and children infected with HIV, PMTCT programs, Clinical Mentoring, basic and continuous training, and formative supervision.
• Excellent comprehension of the existing clinical question, and literature in treatment of HIV/AIDS in adults and pediatric and PMTCT; • Abilities and Knowledge of Institutional Capacitation and Health Systems Development;
• Abilities and Knowledge in evaluating Care and Treatment Services and Quality Improvement tools; • Knowledge about Minister of Health in Mozambique, including the political and managerial structure at national and provincial level; • Facilities to work in team and interpersonal communication; • Abilities to communicate verbally and in writing; • Flexible to realize frequent travels to the districts;
• Fluent in Portuguese spoken and written, good knowledge of English; knowledge of local language (Changana) would be an advantage; • Energetic, independent, ability of relationship and adaptation to multicultural environment,; • Advanced knowledge of Microsoft Office (Excel, Word, PowerPoint, Outlook) applications.
